Introduction
Public Works is proposing a preliminary plan for the pedestrian and road upgrade in East Avon. The goal of the project is to improve pedestrian walkways. The preliminary plans include:
Installation of curb and gutter
Installation of bike lanes & sidewalks
Roadway configuration
Delivery/loading areas
Realignment of parking
Driveway reconfiguration
Improved landscaping
The crosswalk design is attractive and is intended to be implement within the Town of Avon Commercial Core and Town Center. In fact, the Town Center guidelines specifically require
that “all public street and rights of way within the Commercial Core will receive improvements similar to those of Town Center in order to establish a cohesive image and identity”.
Design Review Considerations
As a preliminary plan, staff will not address all of the design review considerations. Staff does recommend that the color and design of the concrete be approved and reviewed by Planning
& Zoning and that the design be implemented throughout the commercial areas, specifically Town Center. The areas where the sidewalk is significantly diminished in width as a result
of site conditions should be detailed and the transition areas clarified.
Recommended Motion
“I move to approve the preliminary plans for the East Avon Circulation Plan with the following conditions:
Submit colors, materials and design for the pedestrian crossing areas.
Clarify treatment of limited areas of sidewalk and transition areas.

Approved Motion
Commissioner Klein moved to approve the revised plans for Lot 74, Block 4, Wildridge Subdivision for final design with the following conditions:
The applicant will present an on-site mock-up of the colors and materials for approval by the Planning and Zoning Commission.
All retaining walls that exceed 4’0” in height shall be prepared and submitted by a licensed engineer.
Disturbed areas shall be re-vegetated with native bushes at density equal to 30 percent of the natural brush coverage in addition to the native grass seeding.
Roof overhangs may not encroach into the setbacks. A licensed surveyor prior to commencing construction will stake the property.
Commissioner Macik seconded. The motion passed unanimously with Commissioner Morrison abstaining.
