Introduction
Louis Mederois of Avon Auto Body has applied for modifications to the approved fence design located on the eastern edge of the property. The Planning and Zoning granted approval of
a special review use and final design review with the condition that a berm would be provided with a four-foot cedar fence.
Mr. Mederois has applied to construct a 6-foot tall block fence with concrete piers in lieu of the berm and wooden fence. The concrete block will match the split-faced block approved
for the freestanding building that he will be constructing on the site.
A row of trees will be planted in front of the wall to provide additional screening of the property.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
The block fence will maintain a better appearance over time than the approved wooden fence. The six-foot tall fence will provide the same amount of screening as the four-foot fence
mounted on a two-foot berm. The earth tone colors of the fence are compatible with the building site and the surrounding neighborhood. Staff recommends that the concrete piers be
dyed to match the color of the split face block to present a more finished appearance.
We also recommend that 20 bushes be planted in front of the wall to provide additional screening.
Since the fence is non-structural, i.e. it is not a retaining wall; it is not subject to the front 25-foot setback.
Staff Recommendation
Staff recommends approval of the block fence with conditions.

“I move to approve the block fence for Lot11, Block 1, Wildridge Subdivision as depicted on the application and plan set dated August 27, 1999 with the following conditions:
“The materials of the fence will match the split face block on the new building and the concrete piers be dyed to match the color of the split face block
20 additional bushes shall be planted in front of the fence”.

“The materials of the fence will match the split face block on the new building and the concrete piers be dyed to match the color of the split face block
Plant 20 additional bushes in front of the fence”.
