L41 B1 WR final design v2Town of Avon Final Design Staff Report August 17, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Residential Duplex  Legal description Lot 41, Block 1, Wildridge Subdivision  Zoning Planned Unit Development (PUD) – 2 units  Address 2121 Long Sun Lane  Introduction The applicants propose a three story residential duplex with each side measuring approximately 2600 square feet. Exterior materials consist of primarily beige stucco, accented with brown facia, soffits and siding; antique slate asphalt shingles; dark brown window claddings; and stained decks and railings. Compared to most sites within the subdivision, this site is relatively flat. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. Allowed use: Conforms with the allowed residential use. Density: Duplex use complies with this lot’s two dwelling unit designation. Lot Coverage: The proposed % of building coverage complies with the 50% maximum. Setbacks: No proposed encroachments. Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance, Drainage and Snow Storage Easement is acceptable. Building Height: The largest determined height of 35' on the main ridgeline with the 35' maximum limit. Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades comply with Town standards. Parking: The two (2) garage and the two (2) surface parking spaces for each unit conform with the required three (3) spaces. Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. Landscaping: Submitted landscape plan appears suitable. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. Staff recommends that the two landscape berms be moved out of the 10-foot Slope Maintenance, Drainage, and Snow Storage Easement. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Based upon the project’s general conformance with the above criteria, staff recommends final design approval. Recommended Motion “I move to approve the proposed Residential Duplex Final Design for Lot 41, Block 1, Wildridge Subdivision as depicted on the application and plan set dated July 28, 1999 with the following conditions: That the unit designations of A and B be reversed to correctly follow the E911 address progression on Long Sun Lane. That disturbed areas outside of the areas designated as formal landscaping be re-vegetated with native grasses and sage bushes (density of 3 per 100 sq. ft.). That the two landscape berms be moved out of the 10-foot Slope Maintenance, Drainage, and Snow Storage Easement.
