Introduction
This is a summary of review criteria, staff comments and recommendations regarding the proposed Master Sign Program for the City Market building.
An approved master sign program allows for deviation from the sign code, usually in the manner of greater allowed sign area. The sign code offers suggestions that pertain to master sign
programs and this proposal follows those suggestions.
In addition to the grocery store operation there are now two tenants in the building creating a need for a sign program. The proposed sign program allows for all the existing signage
plus the addition of tenant signage. The J.C. Penney sign included in this application does not conform with the “tenant” sign criteria set forth in the Master Sign Program and therefore
should be considered on its own merits.
Design Review Considerations
According to the Town of Avon’s Sign Code, Section 15.28.070 Design Review Criteria, the Planning & Zoning Commission shall consider the following items in reviewing proposed designs:
The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located.
The proposed sign materials consist of interior-lit, individual Plexiglas-faced pan channel or individual acrylic letters. According to the Sign Code the proposed material types are
encouraged and are used in the existing signs.
The nature of adjacent and neighboring improvements.
City Market is in the Town Commercial Core area. Neighboring and adjacent uses in this area have signage of similar styles and intensity.
The quality of the materials to be utilized in any proposed improvement.
Addressed in Consideration #1.
The visual impact of any proposed improvement, as viewed from any adjacent or neighboring property.
The 12-inch height of the tenant signs along with the distance to the property lines will make the signage unobtrusive to neighboring properties
The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired.
The proposed Master Sign Program is similar to those already in place in the surrounding area.
Whether the type, height, size, and/or quality of signs generally complies with the sign code, and are appropriate for the project.
The western elevation of the building displays the majority of the signage. The lineal frontage of the western face of the building exceeds 340 feet, overall the Master Sign Program
meets the sign code criteria of no more than one square foot of signage per lineal foot of building frontage.
The proposed sign type and sign qualities are consistent with the sign code and existing signage.
Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation
The primary orientation of the proposed signs in this Master Sign Program is to vehicular traffic. The proposed orientation of the signs is appropriate.
Staff Recommendation
Staff recommends approval of the City Market Master Sign Program Amendment as submitted and stamped July 29,1999 with the following conditions.
Tenant signs are restricted to the horizontal band where the proposed J.C. Penney sign is depicted on exhibit A.
No later than July 1st 2002 the Alpine Bank sign and the Western Union sign shall be made to conform to the conditions of approval and the first paragraph of section B-3 of the Master
Sign Program.
There will be no more than 3 tenant signs.

Commissioner Sipes moved to approve the City Market Master Sign Program Amendment as submitted and stamped July 29,1999 with the following conditions.
