Introduction
The applicant has started painting his residence with an unapproved color. Upon notice to the owner, Jeff Bailey, immediately filed an application for approval. Two of the adjacent
homeowners have provided letters supporting the color change. I have attached copies of the letters for your review.
Design Review Considerations
The Commission’s Procedures, Rules & Regulations, require that the Commission consider the following items in reviewing an exterior color change:
Section 4.10
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Section 4.25(C) Building Materials
Natural or earth tones are encouraged as the dominant color with brighter colors used for accent.
Staff Comments
The blue color is rather bright for the overall neighborhood and is contrary to the intent of the policy requiring the use of natural or earth tones.
Staff Recommendation
The Planning Commission may want to consider requiring the applicant to add a trim/accent color to tone down the overall brightness and create a more natural appearance.
Recommended Motion
“I move to approve the exterior color change for Lot 17, Block 1, Eaglebend Subdivision with the condition that the applicant work with staff to arrive at a complimentary trim/accent
color.

Approved Motion
Commissioner Karow moved to approve the exterior color change for Lot 17, Block 1, Eaglebend Subdivision with the condition that the applicant work with staff to arrive at a complimentary
trim/accent color
Commissioner Klein seconded. The motion passed unanimously.
