Introduction
Dan Lister has applied for a modification to the approved final design to change the siding material on a small portion of the southern duplex. The original plans called for stucco
siding and the applicant would like wood siding in a small area adjoining the southern deck.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
The wood siding has been applied on one portion of a shed structure, with stucco remaining on the other three sides. Although the area of the siding change is a very small area, it
is staff’s opinion that the shed form looks incongruous with wood siding on one side. In staff’s
opinion the modification is not in conformance with Design Review Criteria 6, “The appearance of proposed improvements as viewed from adjacent and neighboring properties and public
ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors.” In staff’s opinion, the material change does not look like it
was the intention of the original design and appears as a “mistake” from neighboring properties and the street.
Staff Recommendation
Staff recommends that the modification be denied.
Recommended Motion
“I move to deny the design modification to change the stucco siding to wood siding in the area adjacent to the southern deck for Lot 27, Block 1, Wildridge Subdivision as depicted on
the application and plan set dated 6/25/99 based on the finding that it does not conform to Design Review Criterion 6, as discussed in the staff report.
