L21 B1 WR concept v3Town of Avon Concept Design Staff Report July 6, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Duplex  Legal description Lot 21, Block 1, Wildridge Subdivision  Zoning PUD Duplex  Address 2165 Saddleridge Loop  Introduction Jim Aden has submitted new plans for Lot 21, Block 1, Wildridge Subdivision. The building design has been changed to an “Alpine style” building with wooden siding and pitched roofs. The site plan and floor plans have not changed from the same as the previous application. The proposed colors are earth tone with “El Rey" stucco and "Natural Cedar" wood siding and trim. The roof is a tan asphalt composition roof. The site has moderate slopes of 14 percent and faces east. Design Review Considerations The Commission’s Procedures, Rules & Regulations, Section 6.10, provide the framework for evaluation of this project. Additional guidelines and regulations are contained within (but not limited to) the Comprehensive Plan, the Design Guidelines, the Zoning Ordinance and the Subdivision Regulations. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments Based upon our initial review of the project’s basic concepts, staff has the following comments. They are not intended to constitute a complete project report. Staff will complete its review and provide a full analysis with the Final Design staff report. Use: complies with zoning. Yard, bulk and density: The building is very large and will result in disturbance of almost the entire site. Site grading, access, and maneuverability the grading plan is still not technically correct. Staff is requiring that a professional engineer or other qualified professional prepare the final grading plan for staff review prior to scheduling the project for final design review. General architectural design: in staff’s opinion the “Alpine”style design is compatible with the neighborhood. There appears to be an error in the front elevation or a conflict with the floor plans. The front elevation shows a cantilever on the second floor. The floor plans show the building extending to the south on both the first and second floors. Context: the size of the home appears to be large in the context of the neighborhood. The Planning and Zoning Commission should evaluate whether the size of the structure is compatible with the neighborhood.
