The exterior is white stucco with a ‘hump and bump’ finish, wooden trim, fascia, soffit and handrails, and bronze colored window cladding. The roof is a weathered wood composite shingle. The lot is west facing with slopes of 28 percent. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project. Comments are only made under considerations 2-7 when more information is necessary or when there are issues or concerns to be addressed. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. Allowed use: Conforms with the allowed residential use. Density: Duplex use complies with this lot’s 2 dwelling unit designation. Lot Coverage: The proposed 14% of building coverage complies with the 50% maximum. Setbacks: No proposed encroachments. Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance, Drainage and Snow Storage Easement is acceptable. Building Height: The 28' building height complies with the 35' maximum limit. Grading: proposed grades are up to the maximum 2:1 slopes allowed. The proposed driveway grades comply with Town standards. Parking: The four garage and the four surface parking spaces conform with the required four. Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. Landscaping: Both formal landscaping areas and re-vegetation of the disturbed areas with native bushes should be provided in the rear of the building. There are a significant number of native sagebrush and service berries on the lot. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The grading plan results in disturbance of almost the entire site. The use of retaining walls could substantially reduce the disturbed area. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. See comment under number 4. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Approve with conditions. Recommended Motion “I move to approve the proposed duplex design for Lot 92, Block 1, Wildridge Subdivision as depicted on the application and plan set dated 5-18-99 and 6-9-99 with the following conditions”: A minimum of 10 additional trees be planted on the back of the building. All disturbed areas not a part of the formal landscaping shall be re-vegetated with native grasses and bushes. The bushes shall be planted at a density of 3 plants per 100 square feet of disturbed area. The grading plan shall be revised to incorporate the use of retaining walls to reduce the area of site disturbance behind the structure. Graded or disturbed areas shall not exceed a slope of 2:1. Any walls to be installed must be approved by the Town prior to installation.
