L51 B2 WR final designTown of Avon Final Design Staff Report June 1, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Residential Duplex  Legal description Lot 51, Block 2, Wildridge Subdivision  Zoning Planned Unit Development (PUD) – 2 units  Address 2646 Beartrap Road  Introduction The applicant describes this duplex as a “chalet” styled building. The east unit measures 3,422 square feet while the west measures 4,290 square feet. Exterior materials consist of stucco and horizontal wood siding. The site is extremely steep, with slope ranging from 20% to 30%. It possesses two frontages, one on each of its uphill and downhill sides. At its March 16, 1999 meeting, the Commission conducted its concept design review of this project. The applicant has attempted to revise the project in response to the Commission’s comments. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. Allowed use: Conforms with the allowed residential use. Density: Two dwelling units comply with this lot’s two dwelling unit designation. Lot Coverage: The proposed 16% of building coverage complies with the 50% maximum. Setbacks: No proposed encroachments. Easements: The driveway’s two parking areas significantly encroach into the 10' Slope Maintenance, Drainage and Snow Storage Easement. Building Height: The largest determined height of 34' on the east unit’s rear elevation complies with the 35' maximum limit. Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades comply with Town standards. Parking: The four garage and the two surface parking spaces conform with the required six spaces. Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. Landscaping: Submitted landscape plan appears suitable. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. Staff believes that the project plans lack sufficient detail and accuracy to allow a proper design analysis. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff believes that the project’s basic form and function may provide a compatible addition to the neighborhood. However, the plan’s lack of sufficient detail and accuracy significantly hinder a complete design analysis. Therefore, staff recommends that the application be tabled with direction to the applicant to revise the plans to provide complete and accurate project depiction. Staff also strongly recommends that a project model be provided for both staff and Commission review. If the Commission is inclined to approve this project’s final design as submitted, a second recommended motion for approval with conditions is provided. Recommended Motion #1 “I move to table the final design of the residential duplex for Lot 51, Block 2, Wildridge Subdivision with direction to the applicant to revise the plans to provide complete and accurate project depiction. Recommended Motion #2 “I move to approve the final design of the residential duplex for Lot 51, Block 2, Wildridge Subdivision as depicted on the application and plan set dated May 18, 1999, with the following conditions: That the driveway’s encroachment into the Town’s 10 foot Slope Maintenance, Drainage, and Snow Storage Easement be significantly reduced. This condition requires Commission approval prior to building permit submittal. That the east unit’s rear hipped gable be designed as a standard gabled form to provide a more consistent appearance with the other unit. That a stone or boxed base be added to the west unit’s deck posts to visual ground these elements. That the east unit’s deck be given some form of structural support to reduce the appearance that the deck is floating in air. That greater detail be provided of the east unit’s lowest roof element as it travels back into the main mass of the building. That greater detail be provided of the roof associated with the west unit’s entryway. That the west unit’s entryway provide a post left of the door to visually balance this element. That chimney caps be provided. That the plan set be revised to correct inconsistent window openings represented between the elevations and the floor plans. This condition requires Commission approval prior to building permit submittal. That an additional Improvement Location Certificate (ILC) will be required prior to any framing inspections to confirm all ridge heights comply with the maximum allow height. That a licensed surveyor stakes the building to ensure that the structure does not encroach into any setbacks.
