In 1992, the Planning & Zoning Commission granted a SRU to the Anointed Christian Fellowship Church for both the existing church and an as yet built parsonage (residence for church use). The parsonage was to consist of a two level primary residence for the church’s pastor with a ground level accessory apartment. The applicants now wish to amend their SRU to modify the third level of the primary residence into a second accessory apartment. Criteria for Review According to section 17.48.040 of the Avon Municipal Code, the Planning & Zoning Commission shall consider the following criteria when evaluating an application for a special review use permit: Whether the proposed use otherwise complies with all requirements imposed by the zoning code. The Commission’s 1992 SRU approval determined that the parsonage was an incidental accessory use to the church. As a result, the parsonage’s parking needs were assumed to be provided for within the church’s overall parking requirements. It is reasonable to infer that the existing church parking would suffice to support the addition parking need of the second accessory apartment. Whether the proposed use is in conformance with the town comprehensive plan. The provision of additional housing for persons associated with the church conforms with the comprehensive plan’s various goals and policies for providing affordable housing that is integrated into the community. Whether the proposed use is compatible with adjacent uses. The addition of the second accessory apartment would not diminish the church’s compatibility with the surrounding neighborhood. Staff Recommendation Staff recommends approval of the proposed amendment to the Anointed Christian Fellowships SRU to allow for a second accessory apartment within the church’s parsonage. Recommended Motion “I move to approve Resolution # 99-12 amending the Special Review Use Permit for Lot 45, Block 1, Benchmark at Beaver Creek Subdivision to allow a second accessory apartment within the church parsonage as described in the plans dated May 3, 1999 based upon the following findings: That the proposed use otherwise complies with all requirements imposed by the zoning code. That the proposed use is in conformance with the Town Comprehensive Plan.
