L11 B1 BMBC design modTown of Avon Minor Project Staff Report June 1, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Modification of building materials and grading plan  Legal description Lot 11, Block 1, Benchmark at Beaver Creek Subdivision  Zoning IC  Address 451 Metcalf Road  Introduction Louis Mederois of Avon Auto Body has applied for modifications to the approved design for a second building to be constructed on Lot 11, Benchmark at Beaver Creek Subdivision. He is requesting to change the building material from stucco to a split face block. The original approval required that he return to the Planning and Zoning Commission for final approval of the colors and materials. The original colors presented were white stucco with a Sandstone Color on the upper building level, and a Turquoise roof to match the existing roof material. The proposed building colors are a tan color split face block by Mayne concrete to match Sherwin Williams Deer Valley, with brown trim titled Cattail Brown, and a Tuscany Blue metal roof to match the existing roof. The upper building level will have Sandstone Color stucco siding. The base of the existing building would also be painted Cattail Brown. The existing building has wood siding. He is also requesting to modifications to the grading and fencing on the eastern part of the site. The conditions of approval required a berm with a four foot solid cedar fence to be installed on top of the berm. The applicant is proposing a 2 foot eight inch precast concrete wall with sonnet tubes with sack rubbed concrete at the wall sections. He is also proposing accent lighting on top of the wall. The applicant has proposed 40 additional shrubs along the wall including sage brush, barberries and spirea bushes for additional screening. The applicant believes the concrete wall will maintain a better appearance over time than the approved wooden fence. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments Split face block has been used on a number of other buildings in this industrial neighborhood. Staff believes the building will still have a high quality appearance in conformance with the design guidelines. The earth tone colors are compatible with the building site and the surrounding neighborhood. Staff recommends that the wall should be 47 inches (just under four feet) and should be faced with split face block to match the building. Staff believes that the additional landscaping and a block wall for screening of the vehicles is an improvement from the approved wooden fence and berm. The block wall will be more resistant to weather than the approved wooden fence. The shrubs will provide a more attractive appearance in front of the wall. Staff Recommendation Staff recommends approval of the building materials and grading and screening modification as documented with conditions: Recommended Motion “I move to approve the modification of building materials and screening for Lot11, Block 1, Wildridge Subdivision as depicted on the application and plan set dated May 17, 1999 with the following conditions: The eastern screen wall shall be 47 inches in height and faced with split face concrete block to match the new building. The materials of the retaining wall on the west side of the site shall be stucco or split face block and match the building colors. Final drainage and grading to be approved by staff in conjunction with the building permit review. All conditions from the approval dated April 15, 1997 still apply, with the exception of number 1. which required a berm for screening.
