L6 B3 WR final designTown of Avon Final Design Staff Report May 6, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Residential Duplex  Legal description Lot 6, Block 3, Wildridge Subdivision  Zoning Planned Unit Development (PUD) – 2 units  Address 5031 Wildridge Road East  Introduction The applicant describes the project as a mountain style duplex that utilizes natural colors and finishes to complement its surroundings. The structure steps down the hill. Each unit measures approximately 3000 square feet. The site is extremely steep, sloping down from the roadway at over 40%. One consequence is the need to cut through an existing guardrail for driveway access. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. Allowed use: Conforms with the allowed residential use. Density: Duplex use complies with this lot’s two dwelling unit designation. Lot Coverage: The proposed 10.5% of building coverage complies with the 50% maximum. Setbacks: No proposed encroachments. Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable. Building Height: The largest determined height of 30' on the west elevation complies with the 35' maximum limit. Grading: All other proposed grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades comply with Town standards. Parking: The four garage and the two surface parking spaces meet the required six spaces. Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. Landscaping: Submitted landscape plan appears suitable. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. To provide a more unified appearance, staff suggests that the west unit’s rear gable provide similar log elements to those present on the east unit’s rear gable. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Based upon the project’s general conformance with the above criteria, staff recommends Final Design approval with one condition. Recommended Motion “I move to approve the Final Design of the residential duplex for Lot 8, Block 3, Wildridge Subdivision as depicted on the application and plan set dated April 27, 1999, with the following condition: That all grades reflected on the architectural elevations correspond to the site grading plan.
