Introduction
Larry Pardee has applied for a grading modification. He would like to fill the area south of the house to create a play yard.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
Two sections of the Design Guidelines address grading modifications. Section 4.10 E. of the Design Review Criteria provides for the evaluation of the modification for “compatibility
in. state that “site improvements should be designed to conform with existing site topography to
minimize required grading and effect on adjacent properties. All grading shall occur within the property boundaries”.
The site modification proposed is to add fill to the slope to create a level area for a yard and then taper the slope to meet the natural grade. The area is currently heavily vegetated.
In staff’s opinion, the proposed modification does not meet the desing guidelines.
Staff Recommendation
Approve with conditions.
Recommended Motion
“I move to approve the color, grading and drainage modifications for Lot 1, Block 1, Wildridge Subdivision as depicted on the application and plan set dated April 19, 1999 with the following
conditions:
“Final grading and drainage to be approved by staff.
All disturbed areas shall be re-vegetated with native plants (sage bushes, serviceberry bushes, and grasses) at a density equal to the native cover prior to the site disturbance. Bushes
shall be in a minimum size of 2-gallon containers.
The culvert outlet shall be screened with bushes and soil or other material to be approved by staff.”
