L26 B2 WR design mod v2Town of Avon Minor Project Staff Report May 6, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Residential Duplex Design Modifications  Legal description Lot 26, Block 2, Wildridge Subdivision  Zoning Planned Unit Development (PUD) – 2 units  Address 2605 Beartrap Road  Introduction During a recent Temporary Certificate of Occupancy inspection, staff discovered numerous design changes that had been made to the project without prior approval. The applicant submitted elevation plans at the last P&Z meeting seeking approval for these changes. The Commission tabled its decision instructing the applicant to provide more accurate drawings of the proposed changes. Attached for your reference is the applicant’s revised list of the changes, along with both the approved original elevations and the proposed revised elevations. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments The number and extent of design changes are significant. As a result, staff cannot issue a Certificate of Occupancy until all design changes have either received design approval or are returned to the original approved design. Staff supports the majority of the changes. However, we recommend that the bellyband and the exposed trusses on the rear elevation be installed per the approved design. Staff Recommendation Staff recommends approval of design modifications 1, 2, 3, 4, 6a-k, 8, 10, and 11. Staff recommends that items 5, 7, and 9 be installed as originally approved. Recommended Motion “I move to approve the design modifications numbers 1, 2, 3, 4, 6a-k, 8, 10, and 11 for Lot 26, Block 2, Wildridge Subdivision as depicted on the application and plan set dated April 28, 1999. Items 4 and 5 of this same application and plan set are not approved and must be corrected prior to the issuance of the final Certificate of Occupancy.
