Introduction
Skip Organ has applied for a color modification and a grading and drainage modification for the Rockin Horse Ridge project located at 2000 Wildridge Road.
The Color modification is to add copper colored caps to the parapet walls. The color modification introduces a third accent color. The B (middle) building has the accent color in the
back of the units only, whereas the A and the C buildings will have the accent color in the front and back. Although the scuppers have also been painted copper, the applicants have
agreed to restore these to the background color.
The grading modification is for the berming added below the units and above Wildridge Road. The applicants created the berm for more privacy and a buffer from the road. They have also
added a culvert for drainage which daylights above the road.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
Staff supports the color modification for the copper colored caps.
Staff supports the grading modification with conditions that address re-vegetation of the site and screening of the culvert outlet. The final grading and drainage is being reviewed
by staff and will need to be subject to final staff approval.
Staff Recommendation
Approve with conditions.
Recommended Motion
“I move to approve the color, grading and drainage modifications for Lot 1, Block 1, Wildridge Subdivision as depicted on the application and plan set dated April 19, 1999 with the following
conditions:
“Final grading and drainage to be approved by staff.
All disturbed areas shall be re-vegetated with native plants (sage bushes, serviceberry bushes, and grasses) at a density equal to the native cover prior to the site disturbance. Bushes
shall be in a minimum size of 2-gallon containers.
The culvert outlet shall be screened with bushes and soil or other material to be approved by staff.”
