L51 B1 BMBC concpetTown of Avon Concept Design Staff Report April 20, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Residential Fourplex  Legal description Lot 51, Block 1, Benchmark at Beaver Creek Subdivision  Zoning Residential Low Density (RLD)  Address 0160 Nottingham Road  Introduction The applicant describes the project as “chalet” styled townhomes. It features large, steeply- pitched gables and is detailed with heavy timber trusses, stone veneer and earthtone colors. Each unit measures approximately 2800 square feet. Of note of is that the project proposes three parking spaces beyond the required fourteen. The site is located on the corner of Nottingham and Mountain Star Roads. A small tract of land used for the Mountain Star entry sign and landscaping blocks the lot from direct frontage to Mountain Star Road. The site is relative flat, but the soils investigation stresses the importance of diverting surface water away from and around the structure by means of drainage swales or other approved methods. Design Review Considerations The Commission’s Procedures, Rules & Regulations, Section 6.10, provide the framework for evaluation of this project. Additional guidelines and regulations are contained within (but not limited to) the Comprehensive Plan, the Design Guidelines, the Zoning Ordinance and the Subdivision Regulations. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments Based upon our initial review of the project, staff has the following comments. They are not intended to constitute a complete project report. Staff will conduct a complete review and provide a full analysis with the Final Design staff report. Yard, bulk and density: The structure’s large footprint and extra surface parking coupled with the site’s narrowness pushes the to its eastern and western boundaries. The project’s mass and density appear compatible with the existing surrounding development. Site grading, access, and maneuverability: Given the parcel’s soils conditions, it is important that proper drainage is provided. Staff is continuing to work with the applicant and his consultants on a suitable site grading and drainage plan. Access and on site maneuverability appear adequate. Context: The site’s visual prominence near the corner of Nottingham and Mountain Star Roads increases the importance of effectively screening the surface parking facing the public ways. Staff supports the use of the Tract AA for strengthening this landscape buffer. Additional Comments: While we review the latest revised site plan grading and drainage plans, staff felt the Commission’s review of the project’s concept design relative to the overall architecture, materials and colors, off-site grading and landscaping, was beneficial.
