L25 B1 WR final designTown of Avon Final Design Staff Report April 6, 1999, Planning & Zoning Commission meeting Report date December 20, 2019  Project type Residential Duplex  Legal description Lot 25, Block 1, Wildridge Subdivision  Zoning Planned Unit Development (PUD) – 2 units  Address 2110 Long Spur  Introduction The applicant describes the project as a “traditional, rustic and composed building” with a variety of roof heights and massing that present a human scale. The primary exterior material of off-white stucco is accented with rough-hewn wood trim and a stone base. The street façade has a landscape island and garage fronts that face different directions. The site slopes down from the street at approximately 14%. It faces east with partial views of Beaver Creek and Red and White Mountain. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. Allowed use: Conforms with the allowed residential use. Density: Duplex use complies with this lot’s two dwelling unit designation. Lot Coverage: The proposed 22.5% of building coverage complies with the 50% maximum. Setbacks: No proposed encroachments. Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable. Building Height: The largest determined height of 31.5' on the east elevation complies with the 35' maximum limit. Grading: All proposed grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades comply with Town standards. Parking: The four garage and the four surface parking spaces conform with the required six spaces. Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. Landscaping: Submitted landscape plan appears suitable. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The north unit’s driveway appears to direct drainage back towards the building. Staff believes that by slightly sloping the driveway to the north, this problem can be easily corrected. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Based upon the project’s general conformance with the above criteria, staff recommends final design approval with conditions. Recommended Motion “I move to approve the final design for a residential duplex for Lot 25, Block 1, Wildridge Subdivision as depicted on the application and plan set dated April 2, 1999, with the following condition: That north unit’s driveway providess positive drainage away from the structure.” If you have any questions regarding this project or any planning matter, please call me at 748-4030, or stop by the Community Development Department.
