L22 B2 BMBC design modTown of Avon Minor Project Staff Report April 6, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Mixed Use  Legal description Lot 22 and 22A, Chapel Square Subdivision  Zoning PUD  Address 220 Beaver Creek Place  Introduction At the March 16th Planning and Zoning Commission meeting, the Commission tabled the application to change the design for Building D at Chapel Square. The modification included providing a flat roof in place of the approved hip roof. and providing an arcade matching the other buildings instead of the approved storefront design. The Commission directed the applicants to revise the north elevation to include windows and a storefront design that met the Design Guidelines for a pedestrian level building. Palmos Development has revised the design for Building D to address the concerns of the Planning and Zoning Commission. The applicants have added a raised parapet wall to the roof to screen the mechanical equipment. The arcade roof steps down from the parapet. The north elevation includes storefront windows and the arcade now extends to both sides. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments In staff’s opinion the north elevation now conforms to the design guidelines. The arcade and the windows provide the visual interest recommended by the town core Design Guidelines. The Planning and Zoning Commission also provided direction that the applicants revise the elevation of the flat roof to provide more visual interest. In staff’s opinion, the design of the flat roof has been improved. Staff Recommendation Determine whether the applicants have addressed the concerns expressed by the Planning and Zoning Commission that resulted in tabling the application and take action accordingly.
