Introduction
Mike Hiland has applied to change the color and material of the roof for his four-plex at 2929 June Creek Trail. He is requesting a change from a blue composition roof to an Evergreen/Kelly
green metal roof by Vail Metal Roof systems and a forest green fascia to match. The roof has been already been installed.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
Section 4.25 D. of the Design Guidelines addresses roof design and materials. Item 4. states that “large expanses of bright, reflective, materials will not be acceptable.” Staff inspected
the roof
and observed that the metal green roof is highly reflective. In addition, we have received complaints from neighbors about the glare from the roof.
Staff Recommendation
Based on a site observation by Community Development staff, it is our opinion that the roof is highly reflective and thus does not conform to Design Guideline 4.25, D. 4. Therefore,
staff must recommend that the color modification be denied.
Recommended Motion
“I move to deny the modification to final design for the Evergreen/Kelly Green metal roof by Vail Metal Roof systems and the Evergreen Fascia for Lot 18, Block 2, Wildridge Subdivision
as depicted on the application and plan set dated April 2, 1999 based on the finding that the roof is highly reflective and therefore does not conform to Design Guideline 4.25 D. #
4.”
