Tract G B2 BMBC TOA barnTown of Avon Minor Project Staff Report February 16, 1999 Planning & Zoning Commission meeting Report date December 20, 2019  Project type Storage Building  Legal description Tract G, Benchmark at Beaver Creek Subdivision  Zoning GPEH  Address 400 Benchmark Road  Introduction The Town of Avon has submitted an application to construct a 2,000 square foot storage barn south of the log cabin at Nottingham Park. The building is designed to complement the log cabin and pump house design. It will be constructed of hand-hewn logs with chinking and will have cedar shake shingles. The building is designed to look like a barn, giving the area a homestead type of appearance. All building materials are designed to match the cabin and pump-house. The existing outdoor storage area will be re-configured into a smaller storage area in the same general location. The lighting proposed includes lanterns with seeded glass panels and spotlights. The Planning and Zoning Commission Procedures, Rules and Regulations specify that the Planning and Zoning Commission serves in an advisory capacity on Town projects. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. The conformance with other applicable rules and regulations of the Town of Avon. The type and quality of materials of which the structure is to be constructed. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments In staff’s opinion the building design conforms to the review criteria. The barn will enhance the area by providing screened storage. Since all materials are designed to match the log cabin and pump-house, the building is compatible with the area. Staff Recommendation Staff recommends that the Planning and Zoning Commission forward a recommendation in support of the storage barn design with a recommendation that the lantern glass panels should be replaced with glass that shields the light source (such as frosted or milky white glass). Recommended Motion “I move that Planning and Zoning Commission forward comments to Town Council that the Commission supports the storage barn project design with the recommendation the lantern glass panels should be replaced with glass that shields the light source such as frosted or milky white glass”.
