Introduction
Cordevco, hired by Vail Resorts, is proposing to build a 12-unit deed restricted employee housing project. The site is currently zoned Industrial Commercial (IC) and would require a
rezoning to Planned Unit Development (PUD) to allow the residential use. The project would consist of ten 2 bedroom units (approximately 1,000 square feet each) and two 1 bedroom units
(approximately 700 square feet each). Vail Resorts intends for this project to provide a portion of the employee housing units required by the recently approved Lot C and Confluence
PUDs.
The lot faces south, rising up from Nottingham Road. It is relatively steep, with slopes between 18% to 25%. It is boarded by Beacon Hill and Bristol Pines condominiums on the east and
Tract B to the west.
The Commission at its December 15, 1998 meeting held the first concept design review of this project. At the time the following issues were discussed:
The need to minimize the visual impact of parked cars upon the Nottingham Road streetscape. Examine feasibility of creating carports in front of garages by sliding the garages under
the building. This might facilitate increasing the landscaping area along Nottingham Road. Also examine possibility of creating planting pockets within the front retaining wall.
Examine stepping building sections northward to give the project massing greater articulation and facilitate increasing the front landscaping areas. This will require redefining the
rear setback on both the PUD Development Plan and in the PUD Development Guide.
Incorporate the trash enclosure into the retaining wall above the driveway access. The enclosure should include a roof and screening doors.
Address concerns regarding effective snow storage. Particularly, ensure that snow storage does not impact the Town right-of-way.
Address concerns of snow/water shedding onto entryways.
Coordinate with staff completion of deed restriction agreement.
The applicants have submitted revised drawings to address the above issues.
Design Review Considerations
The Commission’s Procedures, Rules & Regulations, Section 6.10, provide the framework for evaluation of this project. Additional guidelines and regulations are contained within (but
not limited to) the Comprehensive Plan, the Design Guidelines, the Zoning Ordinance and the Subdivision Regulations.
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
Due to the late submittal of revisions, staff has not had time to review these latest revisions. However, a public hearing regarding the proposed rezoning has been scheduled. Staff recommends
that the Commission holds the scheduled public hearing, conducts a second concept review and continues both the public hearing and Commission review to its next meeting.
