Exterior materials consist of beige stucco with stone and wood accents. The site is at the end of the Fox Lane cul-de-sac. It slopes steeply down from the road at approximately 24%. The proposed structure is located low on the site away from the road. A long switchback driveway provides access. The Commission conducted a concept design review on January 5, 1999. Design Review Considerations According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.  Allowed use: Conforms with the allowed residential use.  Density: Single-family use conforms to this lot’s two dwelling unit designation.  Lot Coverage: The proposed 8.8% of building coverage conforms to the 50% maximum.  Setbacks: No proposed encroachments.  Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable.  Building Height: The largest determined height of 33 feet on the north elevation conforms to the 35-foot maximum limit.  Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline. However, the grading plan indicates that the proposed driveway grade is steeper than allowed by Town standards; and drainage from the driveway and the primary snow storage area is towards the residence.  Parking: The two (2) garage and the two (2) surface parking spaces exceed the required three (3) spaces. The conformance with other applicable rules and regulations of the Town of Avon. The driveway exceeds the Town standard of 4% grade for the first 20-feet and the recommended 10% grade for the main body. With the site’s northern orientation the driveway’s steepness creates a potentially dangerous driving surface. 3. The type and quality of materials of which the structure is to be constructed. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The proposed building site results in an excessively long and steep driveway and significant site disturbance. The grading plan indicates that drainage is towards the building, particularly from the driveway and snow storage area. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The proposed site plan conflicts with the established streetscape on the cul-de-sac. It also seems likely to impede the views of existing residences on the western edge of Saddle Ridge Loop. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. The project’s dissimilarity with the established streetscape and its excessive site disturbance would negatively affect neighboring properties’ monetary and aesthetic values. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The building location does not conform to the Town’s objective that structures in Wildridge are compatible with one another and in harmony with the natural surroundings. Staff Recommendation Though staff understands the applicant’s desire to capture southern views by locating the residence as low as possible on the site, it does so at the expense of the established streetpattern, site disturbance, and views enjoyed by neighboring properties. Additionally, the project’s driveway exceeds both Town standards and guidelines in terms of steepness. Therefore, based upon the project’s failure to satisfy the above design review considerations, staff recommends the project be denied. Recommended Motion “I move to deny the proposed single-family residence for Lot 64, Block 1, Wildridge Subdivision as depicted on the application and plan set dated November 18, 1998 based upon the following findings: 1. The project’s location would disrupt the established streetscape; 2.
