Introduction
The applicants propose placing a storage shed in this building’s service area adjacent to the railroad ROW. The shed would match the color of the building and an existing shed already
located in this area.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
The proposal for this shed raises the issue of what is appropriate in areas adjacent to the railroad corridor.
It is anticipated, albeit uncertain as to exactly when, that the rail corridor will include a commuter rail service and/or a regional trail. These new uses will transform the corridor
into a key thoroughfare from which train passengers or trail users will view Avon. Additionally, as the infill of development continues, projects such as Avon Crossing and Chapel Square
and future development on the Confluence and in the Village at Avon bring more and more people in contact with the corridor.
Currently, both Wal-Mart and business within the former bowling alley building use the back of their buildings for storage of materials, dumpsters, sheds and other items that would not
be allowed elsewhere in the Town Core. Nevertheless, it can be argued that the proposed shed is appropriate in this instance as it is located with similar facilities (indeed a shed
exists right next to this shed’s proposed location) and is screened from much of the public view.
Staff Recommendation
Staff is continuing to review what is appropriate for the properties adjacent to the railroad ROW. We will provide our recommendation at the November 17, 1998 meeting.
