Introduction
This single-family residence measures 3,800 square feet in area, features stucco siding with stone and wood accents, and a walkout lower level. The structure bends to form an entry court
on the north side. The construction appears to be a combination of modular and stick-built construction.
The site is steep, sloping approximately 23% down from the Beartrap Road. The site faces south with excellent solar exposure and views.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
Setbacks: No proposed encroachments.
Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable.
Building Height: The largest scaled height of 33' on the garage’s south elevation conforms to the 35' maximum limit.
Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades conform to Town standards.
Parking: The two (2) garage and the two (2) surface parking spaces exceed the required three (3) spaces.
Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area.
Landscaping: Submitted landscape plan appears suitable.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The structure’s parallel orientation with the slope appears to provide a compatible design solution with the site’s topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
Staff is concerned that the structure’s narrowness relative to its length and height results in awkward, elongated appearance. This concern would be most appearant when viewing the structure’s
side elevations.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The project’s narrow, elongated massing is not compatible with the surrounding neighborhood.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Recommendation
Despite many attractive architectural details, staff believes that the structure’s narrow depth relative to its length and height, particularly as viewed from the two side elevations,
present an awkward, elongated massing that is not compatible with the surrounding neighborhood.
Recommended Motion
“I move to deny the final design of the proposed single family residence for Lot 54,Block 2, Wildridge Subdivision, as depicted on the application and plan set dated received July 7,
1998, based upon the following finding:
That the structure’s narrowness relative to its overall length and height causes the structure to present an awkward, elongated massing that is not compatible with the surrounding neighborhood.”
