Introduction
The applicant has applied for the following modifications to the final design plan:
10 boulder walls have been added northwest of upper driveway, on the north side of the house, and on the East Side of the building between the two units.
Six windows have been added to the north elevation.
To eliminate the stone pillars from the front decks.
Color change from P and L 1460 Aqua Green to Clear Cedar finish.
Some of the gabled rooflines have been changed to a hipped roof.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project:
Conformance with the Zoning Code and other applicable regulations of the Town.
The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located.
The compatibility of the design to minimize site impacts to adjacent properties.
The compatibility of the proposed improvements with site topography.
The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways.
The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
The ridgeline elevation of the south unit is not consistent in the drawing sets. The correct elevation needs to be provided.
The additional retaining walls result in more modification of the site. The walls should be screened with landscaping or otherwise modified to minimize their impact on the site. These
areas should be irrigated as long as it will not affect the stability of the walls and the slope.
The additional windows result in a more attractive appearance of the building.
The elimination of the stone pillars and color change do not significantly change the appearance of the building and meet the Design Guidelines.
The landscape legend needs to indicate the actual number of shrubs proposed.
One of the original conditions of approval was to extend the cultured stone around the base of the duplex. This needs to be indicated in the drawings.
Staff Recommendation
Approve with conditions.
Recommended Motion
I move to approve the modified design for additional boulder retaining walls, hipped roof design, and color and material change for Lot 48, Block 2, Wildridge Subdivision as depicted
on the application and plan set dated received April 2, 1998 with the following conditions:
Boulder walls shall be screened with landscaping or other acceptable mitigation measures to be approved by staff.
Plans shall be revised to reflect actual ridgeline elevation on the south unit.
Landscape legend shall be updated to indicate actual number of shrubs proposed and list minimum 5-gallon size.
Plans shall be revised to extend the cultured stone around the base of the duplex.
