Introduction
Resort Concepts has applied to expand Building C4 by twelve feet to the west. The design is otherwise essentially the same as approved. Trim detail has been added and a walk-out level
has been added. This approval also includes the final landscape plan and a revised grading plan for the Lodge and the Townhome units.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
The final trail alignment needs to be field staked and approved by staff. The trail should be located so that grading and disturbance of existing vegetation is minimized.
“Grass crete” should be added to landscape plan in front of units C2 and C3 so that cars backing out of these garages do not destroy the grassed area on the edge of the driveway.
The final drainage plan does not match the drainage plan on file and does not reflect improvements on the site including a culvert and rip rap improvements. The drainage plan on file
does not match the final grading plan.
There are notes on Lot 2 referring to improvements such as the trail and building to be made “by others.” These notes need to be removed ,since this amendment pertains to both lots.
Staff Recommendation
Approve with conditions.
Recommended Motion
“I move to approve the final design modification to expand Building C4 to the west, and the final landscaping plan for Lots 2 and 3, Brookside Park Subdivision as depicted on the plan
set dated 4/20/98. with the following conditions:
Final trail alignment to be staked and approved by staff. Trail should be located so that grading and disturbance of existing vegetation is minimized.
“Grass crete”shall be added to landscape plan in front of units C2 and C3 to provide additional back up space for cars.
Final drainage plan shall be revised to reflect culvert and rip rap improvements and match final grading plan.
Remove all notes referring to improvements made by others, since this site plan amendment pertains to both lots.
