Introduction
This duplex residence received Final Design approval on April 1, 1997, and is nearing the end of its construction. The applicant is requesting a site plan modification to create benched
areas behind both units and an additional parallel parking space along the driveway. The number of aspen and evergreen trees has been increased from 16 to 31, though there are no longer
any trees proposed on the south side of the duplex.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project:
The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code.
The conformance with other applicable rules and regulations of the Town of Avon.
The type and quality of materials of which the structure is to be constructed.
The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements.
The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant
alteration of existing topography.
The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street,
quality of materials, and colors.
The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Comments
During construction a significant amount of fill was imported to the site to create the requested berms and an additional parking area. Staff has worked diligently with the applicant
to help devise a site plan that lessens the site impacts created by the imported fill. Staff now believes the proposed site plan modification generally conforms to the above Design
Review Considerations.
Staff recommends that the area of disturbance below the berms be stabilized and re-vegetated with mature sage and other indigenous plants to reflect the type and density of the area’s
natural vegetation. Staff also recommends that three aspen clumps be added immediately south of the structure to soften the structure’s southern elevation.
Staff Recommendation
Staff recommends approval of the proposed site plan modification with conditions.
Recommended Motion
“I move to approve the site plan modification for Lot 7, Block 3, Wildridge Subdivision as depicted on the site plan dated April 16, 1998, subject to the following conditions:
The areas of disturbance along the project’s southern areas be stabilized and re-vegetated with mature sage and other indigenous plants of a type and density reflective of the area’s
natural vegetation..
Three aspen clumps be added immediately south of the structure.”
