Introduction
The Commission reviewed a concept design of this project on September 2, 1997, and made the following comments:
Extension of the driveway between Lots 80 and 81 would require an excessive amount of asphalt.
Wall heights conformed to the Design Review Guidelines.
Proposed building height of 34.5 feet leaves no room for error.
Roofline attachments and definition of a Duplex, which could result in a mirror image.
Planting mature trees and shrubbery on the site.
This duplex is the second phase of the development of Lots 80 and 81. The slope on both lots exceeds 40% adjacent to the street.The completed first phase is a duplex on Lot 81, accessed
by a driveway across Lot 80. This driveway will provide access to the second phase. The new structure parallels the slope, pivoting to allow only oblique views of the garages to avoid
what the applicant describes as “the garage door on the street syndrome.” The new structure will have architectural expressions similar to those on the existing building on Lot 81.
Design Review Considerations
According to the Commission’s Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project.
Staff comments are included in this section only when the design does not appear to conform to Town regulations, or where more information may be helpful.
Conformance with the Zoning Code and other applicable regulations of the Town.
Easements: No proposed encroachments. Staff is still working with the applicant on the final configuration of the northern unit’s driveway and its effects upon the 10' Slope Maintenance
and Snow Storage Easement.
Building Height: The largest scaled height of 34.5 feet on the northern unit’s main ridge conforms to the 35' maximum limit. Extreme care will need to be taken during construction to
ensure the structure does not exceed the height restrictions.
Grading: While proposed grades conform to Town standards, it appears that some drainage may be directed into both garages.
The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located.
The compatibility of the design to minimize site impacts to adjacent properties.
The compatibility of the proposed improvements with site topography.
The main axis of the building runs generally parallel with the site’s slope. Site disturbance appears acceptable.
The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways.
The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired.
The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
Staff Recommendation
Staff recommends approval of this project as presented.

I move to approve the Final Design for a duplex on Lot 80, Block 4, Wildridge Subdivision, as depicted on the application and plan set dated September 23, 1997.
