The project consists of two buildings, Building “A” and “B”. The two major components of this proposal are building identification signage and tenant signage. Design Review Considerations According to the Town of Avon’s Sign Code, Section 15.28.070 Design Review Criteria, the Planning & Zoning Commission shall consider the following items in reviewing proposed designs: The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located. The proposed sign materials consist of interior-lit, individual Plexiglas- faced pan channel. According to the Sign Code the proposed material types are encouraged and are used in the existing signs. Location of the proposed tenant sign in the area originally designated for building identification does not fit well with the existing architecture. An architectural element designed for the purpose of tenant signs exists on both the east and north frontages of the building. The nature of adjacent and neighboring improvements. The Avon Plaza commercial project is located in the Town Commercial Core area. Neighboring and adjacent uses in this area have signage of similar styles and intensity, though only City Market and Wal-Mart have tenant signs of this size and they are single occupant free standing buildings of over 30,000 square feet. The quality of the materials to be utilized in any proposed improvement. Addressed in Consideration #1. The visual impact of any proposed improvement, as viewed from any adjacent or neighboring property. The proposed amendment to the sign program creates a sign that is twice as large as that recommended by the Sign Code (20sq. ft. recommended, 40sq. ft. proposed) The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired. The dimensions and placement of the proposed large sign on the north frontage of the building is inconsistent with other multi-tenant retail/commercial buildings in the core. Whether the type, height, size, and/or quality of signs generally complies with the sign code, and are appropriate for the project. The proposed sign type and sign quality are consistent with the sign code and existing signage. The size of the proposed north facing sign is in excess of sign code recommendations. Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation The primary orientation of the proposed signs in this Master Sign Program Amendment is to identify the “Golden Gourmet” to vehicular traffic. The proposed orientation of the signs is appropriate. Staff Recommendation Staff recommends denial of the Avon Plaza Master Sign Program Amendment as submitted.
