The Town of Avon Planning and Zoning Commission regularly meets at 6:00 p.m. on the first
and third Tuesday of each month, in the Avon Council Chambers, Avon Municipal Building, 400
Benchmark Road, Avon, CO 81620. Meeting agendas are posted at least 72 hours in advance of

V. Consent Agenda
A. Approval of the December 15, 1998, Planning & Zoning
Commission Meeting Minutes
Motion: Commissioner Railton moved to approve the Consent Agenda. Commissioner Dantas
seconded. The motion passed with Commissioner Fehlner and Klein abstaining.
B. Lot 64, Block 1, Wildridge Subdivision - Snare Residence
Project Type: Single Family Residence
Property Owner: Bill and Karen Snare
Applicant: John Railton
Address: 2376 Fox Lane, Wildridge
George Harrison said during the December 1, 1998, Planning & Zoning Commission meeting,
the Commission, at the applicant's request, tabled this proposed single-family residence. The
applicant has now revised the project to address concerns regarding the structure's proposed site
location and associated driveway grades. Specifically, the structure has been moved closer to the
road resulting in apparent reduced driveway grades. Though staff has not concluded its review of
the revised plans, the project is being forwarded for a concept design review to get the
Commissions reactions to the project modifications.
Johns Railton, project architect, said now that the house has been moved to a different location
on the site he feels comfortable that he has addressed the concerns of the staff and neighbors.
Commissioner Dantas asked why the driveway has 8 and 10 percent grade.
Mr. Railton said it is basically unavoidable.
Commissioner Evans said everyone will be looking at the roof of the house and asked if this
section could be broken up some how, for example add a dormer.
Commissioner Fehlner disagreed. She said adding a dormer would make the house would look
like it has another level.
Commissioner Sipes asked where stone work was going to be put on the final design.
Art Myers, who lives on Saddleridge Loop, said the first time this was project was presented he
and the neighbors were very concerned about the location. He said thanks to everyone that
helped move the structure down the hillside.
Mr. Railton said he would like to get some kind of consensus that P&Z is happy with the design
and the location of the house.
Commissioner Fehlner says she liked what she saw.

Commissioner Klein said he is concerned about the rock walls. He would like to see green
instead of rocks. He thinks that the house blends architectly with the surrounding homes.
Commissioner Dantas said he is in favor of the house.
Mr. Harrison noted that the site has been staked, so if anyone has a chance to, they might want to
go out to look at it.
VI. Final Design Review
A. Lot 12, Block 2, Benchmark at Beaver Creek Subdivision -
Beaver Creek Vista
Project Type: Design Modification
Property Owner: Britvar Family Trust
Applicant: Robert Borg
Address: 0540 Beaver Creek Blvd. W.
George Harrison said that this past July, the Commission approved this 13 -unit residential
project. The project architect, Robert Borg, is now proposing the following minor architectural
design modifications:
• North (front) Elevation — Raised stucco features above first level including a possible
chimney element; increased deck width above entryway; addition of gable element above
easternmost deck; replaced two west decks with one deck.
• East/West (side) Elevations — Addition of gable elements above bump out features;
elimination of uppermost windows.
• South (rear) Elevation — Addition of trapezoidal windows atop front windowed gabled
elements; reduction of topmost stucco band; addition of arches on the garden level.
Staff believes these design modifications strengthen the project's overall appearance and are
therefore compatible with the surrounding neighborhood. Staff recommends that if the tall stucco
element on the front elevation is used to vent mechanical equipment, that appropriate screening
be provided.
Motion: Commissioner Dantas moved to approve the design modifications for lot 12, block 2,
Benchmark at Beaver Creek Subdivision as depicted on the application and plan set dated
December 21, 1998, with the following condition:
1. That appropriate screening of all mechanical equipment be provided and that these elements
require staff approval.
Commissioner Klein seconded. Motion passed with Commissioner Evans abstaining.
VII. Public Hearing
A. Lot 42, Block 1, Benchmark at Beaver Creek Subdivision -
Avon 12-Plex

George Harrison said Cordevco, hired by Vail Resorts, is proposing to build a 12 -unit deed
restricted employee housing project. The site is currently zoned Industrial Commercial (IC) and
would require rezoning to Planned Unit Development (PUD) to allow the residential use. The
project would consist of ten 2 bedroom units (approximately 1,000 square feet each) and two 1
bedroom units (approximately 700 square feet each). Vail Resorts intends for this project to
provide a portion of the employee housing units required by the recently approved Lot C and
Confluence PUDs.
The lot faces south, rising up from Nottingham Road. It is relatively steep, with slopes between
18% to 25%. It is bordered by Beacon Hill and Bristol Pines condominiums on the east and Tract
B to the west.
The Commission at its December 15, 1998 meeting held the first concept design review of this
project. At the time the following issues were discussed:
Patrick Heist reviewed the five changes in reference to the 11x17 drawings. He said he did very
little landscaping on the south side because they are using this area for snow storage as well as
on the east, and west side and a small area in the middle.
Commissioner Dantas asked if there were columns at the garage entries on the previous plan.
Mr. Heist said the columns are the result of moving the bottom level back.
Commissioner Railton says she likes the columns.
Commissioner Dantas says all he is seeing is stone.
Mr. Myers a homeowner at Bristol Pines asked about were height and the length of project.
Mr. Heist said 38 feet high and approximately 140 feet in length.
Mr. Myers asked how far would this building be built off of the road. He looks out his living
room window at a vacant lot and does not like the idea of looking directly at a housing project.
He also voiced concerns about the traffic and noise this project would create.
B. Endorsement of the Eagle County Comprehensive
Housing Plan
Ms. Griffith said David Carter the Director of Housing for the County, would be doing the main
presentation this evening on the endorsement of Eagle County Comprehensive Housing plan.
The County Planning Commission in July 1998 adopted this plan. The Town of Avon and other

communities in the county participated actively in developing the plan. The County is asking
that each community endorse the plan. Endorsement of the plan will mean that we agree with the
policies and action steps. What we are recommending that P & Z adopt the resolution to
recommend to the Town Council that the Town of Avon endorse the Eagle County
Comprehensive Plan.
David Carter briefly highlighted the plan and went through the policies. He said the report list
ten housing needs in chapter two. For example, how may people can afford the housing that is
available? How many people are comminuting into the county? How many people have already
purchased housing? What kind of rent are people paying?
Chapter three gives a brief history of what the Town of Avon and other entities have already
done since the seventies to address the housing needs.
Chapter four attempts to answer the question, why hasn't anything been done as regards to the
housing needs?
Chapter five contains specific action steps that have been developed.
Eagle County as a whole has the 7t' lowest rate of home ownership of all the 63 counties in the
State of Colorado. The challenge in this county is that housing prices are going up significantly
quicker than wages.
Steps need to be taken to increase ownership by local resident. Mortgage credit certificate
program has been established in the county. Developing various types of mortgage assistant
programs, down payment assistant programs, and continued efforts to have a rent to own
program. There needs to be additional rental opportunities for the lower wage earners, which
would be around seven hundred dollars. The action step is to seek additional low income tax
credit, tax exempt projects like Eagle Bend.
Commissioner Evans said he would like some time to review the policy. He said he sees some
contradictions.
Ms. Griffith said the reason we need the housing policy is the fact that housing prices are going
much higher than wages. People have 2 or 3 jobs and can't afford a house. We are trying to
allow employees with in the county to be able to afford housing. This is why the Town has been
so supportive of the deed restriction programs. This will get people into affordable housing and
as their economic status increases they can sell the unit and move on to something that
,appreciates, The commission does not need to endorse any policy and action steps that they are
not comfortable with.
The staff has no problem in delaying action on this.
