Introduction
On January 21, 1997, this project received a Concept Review. The applicant is proposing a small
four unit townhouse development. Each unit has 1, 468 square feet of living space, features three
bedrooms, three baths with a two car garage. The architecture has been revised from the original
design to reflect a more typical design approach found in Wildridge. The landscape plan is still
meant to play a significant role in the design, creating an impression of an established orchard in
which the development is placed.
The site is unique in its challenges. Located on the southwestern corner of Saddleridge Loop and
Old Trail Road, the site resembles a half concave depression quartered on its southern half by a
100 foot utility easement. These constraints have left the developer with a small building
envelope.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission
shall consider the following items in reviewing the design of this project:
1. Conformance with the Zoning Code and other applicable regulations of the Town.
• Allowed use: Conforms with the allowed residential use.
• Density: Multi -family four-plex conforms with this lot's four dwelling unit designation.
• Lot Coverage: The proposed 8.3% of building coverage conforms with the 50%
maximum.
• Setbacks: The design meets setback requirements.
• Easements: No proposed encroachments. The driveway design in the 10' Slope
Maintenance and Snow Storage Easement still requires modification.
• Building Height: The largest scaled height of 32' on the third unit conforms with the 35'
maximum.
• Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline
and the proposed driveway grades conform with Town standards.

• Parking: The two (2) garage spaces per unit conform with the required two (2) spaces.
However, two required guest parking spaces are not provided.
• Snow Storage: Submitted plans show snow storage area equal to the minimum standard
of 20% of the proposed impermeable surface area.
• Landscaping: Submitted landscape plan appears suitable, except that the diameter of the
crabapple trees need to be the minimum 2" caliper.
Other than the need for two guest parking spaces and the correction of the crabapple trees'
minimum caliper, this project appears to conform with the Zoning Code and other applicable
regulations of the Town.
2. The suitability of the improvement, including type and quality of materials of which it is to be
constructed and the site upon which it is to be located.
The proposed materials appear to be of high quality, durable and low maintenance as
encouraged by the Planning & Zoning Commission's Design Guidelines. All proposed colors
are either natural or earthtone (please refer to sheet "A.3.0" of the plan set and the attached
materials and color sheet). Exterior light fixtures have not been presented.
3. The compatibility of the design to minimize site impacts to adjacent properties.
Solar and view corridors of neighboring properties should not be unnecessarily impacted due
to the project's location within the site's depression and its low building height. The design,
therefore, appears to minimize any site impacts to adjacent properties.
4. The compatibility of the proposed improvements with site topography.
As mentioned above, this site presents a difficult access challenge. Though proposed
driveway would surround the building with asphalt, it is able to maintain relatively easy
grades and allows the backfilling of dirt against the building's northern elevation. This
backfill will reduce the building's perceived height from Old Trail Road and facilitate the
difficult sewer connections coming up out of the site. Accessing the site from the south
would alleviate the need to wrap the building in asphalt, however, would require either the
import of a great deal of fill dirt or rather extensive retaining walls. The driveway grades on
this southern access would also be steeper. The building itself runs parallel to the site's slope
and appears to meet the Steep Slope Development Guidelines. Therefore, staff believes the
proposed improvements are compatible with the site's topography.
5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring
properties and public ways.
In response to the Commission's comments at the previous Concept Review, the applicant
has revised the building's architecture:
• Inclusion of wood siding on the upper half of the structure, eliminating the masonry look.
• Stucco chimneys on the north elevation.
• Roof overhangs.
• Window trimming to accentuate the windows.
With the architectural modifications and effective landscape plan, staff believes this project
will be compatible with other Wildridge properties.
6. The objective that no improvement be so similar or dissimilar to others in the vicinity that
values, monetary or aesthetic will be impaired.
This project's architectural expression is in character with existing Wildridge multi -family
projects. Its site solution is similar to the project immediately to the west and should present

an equal street appeal. Therefore, this residential project should not impair either the
monetary or aesthetic values of other properties in the vicinity.
7. The general conformance of the proposed improvements with the adopted Goals, Policies and
Programs for the Town of Avon.
This proposed residential duplex generally conforms with the adopted Goals, Policies and
Programs for the Town of Avon.
Staff Recommendation
Based upon this project's general conformance with the above Design Review Considerations,
staff recommends its Final Design approval with conditions.
Recommended Motion
Approve the Final Design of Lot 77, Block 1, Wildridge Subdivision as presented by the plans
dated January 22, 1997, with the following conditions:
1. That two (2) guest parking spaces be added.
2. That all landscaping materials be a minimum of 2" minimum caliper for deciduous trees, 6'
minimum height for coniferous trees and all shrubs be a minimum of 5 gallons.
3. That all exterior lights be submitted for staff review prior to issuance of building permits.
4. All flues, flashing and galvanized metal will be painted to match surrounding materials.
5. All meters will be placed upon the building and either painted to match surrounding materials
or enclosed inside a cabinet or shed.
6. Installation of an automatic irrigation system.
