Introduction
This final design review is for Buildings B and C, Brookside PUD. On February 18, 1997,
the Planning and Zoning Commission recommended approval of the amended PUD for
Brookside PUD. The ordinance was approved on first reading and is scheduled for public
hearing and second reading on March 11 th.
The final design review plan proposes 54 units, with 40 condominium units and 14
Townhomes. The plan is consistent with the PUD. The location of the "C" Buildings has
been modified to provide a 20 foot back up area from all parking spaces. The applicants have
also added evergreen trees to replace the cottonwoods that will be removed along the
irrigation ditch.
The architecture has not been changed from the PUD. The architecture is an alpine style
featuring cedar and stucco siding, timber and stone trim and "weathered" asphalt shingle and
metal roofs.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 6.10, the
Commission shall consider the following items in reviewing the design of this project:
1. Conformance with the Zoning Code and other applicable regulations of the Town.
• Allowed use: Conforms with the allowed residential use.
• Density: Conforms with the approved PUD.
• Lot Coverage: Conforms with the approved PUD.
• Setbacks: No proposed encroachments.
• Easements: There are irrigation and drainage easements that encroach slightly into
Building B. A revised subdivision plat will be submitted that will eliminate the
encroachments. The revised plat will need to be recorded before a building permit is
issued.

• Building Height: The tallest height of 62.5 feet on the eastern ridgeline of Building B
from existing elevation conforms to the PUD. All other building ridges appear to be
under 60 feet in height. The actual ridgeline elevations need to be shown on the site
plan to document no building exceeds the 60 foot and 63 foot height limitation.
• Grading: All proposed slopes conform with the maximum of 2:1 slope guideline.
Although the driveway ramp grade is 1,1 percent, the ramp will be heated.
• Parking: Four of the compact spaces do not meet the minimum requirements of an 8
feet width.
• Snow Storage: The snow storage includes areas where trees will be planted. It is
staff s opinion that this approach can be successful for deciduous trees where
branches do not extend to the ground. Staff does not believe the areas where the
Spruce trees are proposed can function dually for snow storage, especially when
consideration is made for the slope in this area. Staff recommends that the final
design be approved subject to the owners committing to hauling snow from the
property as needed since the area for snow storage is limited.
• Landscaping: Submitted landscape plan appears suitable. The landscape plan
includes replacement trees for the trees removed adjacent to the irrigation ditch and
proposed Building B.
2. The suitability of the improvement, including type and quality of materials of which it is to
be constructed and the site upon which it is to be located.
The rough sawn cedar, stucco, and timber and stone trim are high quality materials
suitable to the site.
3. The compatibility of the design to minimize site impacts to adjacent properties.
There are no residential uses adjacent to the residential portion of the property. The
residential buildings are compatible with the Brookside Commercial Building A. The
architecture has been upgraded from the original PUD proposal. The final design
conforms to the approved PUD, which was found by the Planning and Zoning
Commission to be compatible with the neighborhood.
4. The compatibility of the proposed improvements with site topography.
The improvements are generally compatible with the site's topography. Staff suggests
some fine tuning of the recreational trail to move it away from the steep river bank,
adjacent to Building A. The owner of this building has agreed to the fine tuning prior to
construction. Staff recommends the final trail alignment and design be approved by staff
prior to issuance of building permit.
5. The visual appearance of any proposed improvement as viewed from adjacent and
neighboring properties and public ways.
The visual appearance of the buildings will be attractive, with the buildings utilizing high
quality material and trim to enhance appearance. The buildings' appearance has been
reduced in scale from the original PUD approval by utilizing dormers and a steeper
pitched roof on Building B, allowing a three story building with loft instead of four story
building. Building C has been redesigned as four buildings which further reduces visual
impact by allowing smaller scale buildings.

Staff does have two comments on the Building C designs. The side elevations may
appear more balanced if the cedar siding is extended to the third floor of the building with
the belly band in the middle, rather the siding being on the top floor only of the buildings.
Additionally, on the south elevation of Building 1, both a hipped and a gabled roof are
used. Staff suggests that two gables may provide a more balanced looking and congruent
building.
6. The objective that no improvement be so similar or dissimilar to others in the vicinity that
values, monetary or aesthetic will be impaired.
The buildings have their own unique character yet blend in with the commercial building
and will enhance the appearance of the surrounding neighborhood.
7. The general conformance of the proposed improvements with the adopted Goals, Policies
and Programs for the Town of Avon.
As discussed in the PUD application, the project is in conformance with Goals, Policies
and Programs of the Town.
Recommendation
Staff recommends approval of the Final Design review, Buildings B and C, subject to
the following conditions:
1. A commitment be made to provide snow removal in addition to the snow storage
provided on site on an as needed basis.
2. The compact parking spaces shall be revised to meet minimum dimensions of eight feet
in width.
3. The hipped roof on Building Cl be changed to a gabled roof.
4. The trail be changed to meet Town Standards and conform to the subdivision plans.
Final alignment of the trail shall be approved by staff in conjunction with the subdivision
review and building permit applications.
5. Final Grading and Engineering Design including the piping of the irrigation ditch and
commitments for phasing of improvements be approved by staff.
6. The Final Design Review is conditioned upon a revised final plat being submitted and
approved by the Town prior to issuance of building permit.
7. Ridgeline elevations be provided on plan set A1.2 to document that no building exceeds
the maximum height allowed by the PUD.
