Introduction
The applicants propose a wall mounted garden level tenant sign for their new office in the Slifer,
Smith & Frampton Building. The sign features a plate steel face welded to a steel box pan frame
and coated with a clear natural steel finish. The sign text would consist of slightly blackened,
mill scale finished cut out steel face plate letters and a raised bronze logo. The bottom half of the
logo will feature a mill scale finish while the top half will be a straight bronze finish (see
attached photos and drawings).
The building's Master Sign Program, approved on April 19, 1994, specifies that all garden level
tenant signage would be placed upon urethane sign foam, with tan backgrounds and green metal
text and logos. All garden level tenant signs currently present on the building conform to these
guidelines.
Design Review Considerations
According to the Town of Avon's Sign Code, Section 15.28.070 Design Review Criteria, the
Planning & Zoning Commission shall consider the following items in reviewing proposed
designs:
1. The suitability of the improvement, including materials with which the sign is to be
constructed and the site upon it is to be located.
The proposed sign's location and dimensions conform with the building's established Master
Sign Program. The proposed metal materials and colors, however, do not conform. This sign,
if approved, would break the established continuity and thus appears unsuitable for this
location.
2. The nature of adjacent and neighboring improvements.
See consideration #1.
3. The quality of the materials to be utilized in any proposed improvement.

The proposed materials are recognized by the Town Sign Code as "quality materials".
Arguably, the craftsmanship of this proposed sign is of a higher quality than that of the
existing garden level tenant signage. The mill scale finish of the sign text and logo has a
hammered look, and combined with the metal background should give the sign a attractive
contemporary industrial appearance.
4. The visual impact of any proposed improvement, as viewed from any adjacent or
neighboring property.
See considerations #1 and #3.
5. The objective that no improvement will be so similar or dissimilar to other signs in the
vicinity that values, monetary or aesthetic, will be impaired.
The principle of contrast is a useful element in good design, providing complementary accent
and interest to an established pattern. However, because the pattern of the garden level tenant
signage is so strongly established on this building, the contrasting effect of this proposed sign
would cause it to appear out of place. As a result, this proposed sign will impair the
established aesthetic value of the building's existing signage.
6. Whether the type, height, size, and/or quality of signs generally complies with the sign
code, and are appropriate for the project.
See consideration #1.
7. Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether
the sign is appropriate for the determined orientation
The proposed sign is oriented to both vehicular and pedestrian traffic alike, and appears
appropriate for both determinations.
Staff Recommendation
Staff recommends denial of the proposed sign as presented as part of the application dated
November 21, 1996, based upon its failure to comply with the building's established Master Sign
Program.
