Introduction
Colorado Alpines, Inc. has requested an extension of the approval to sell Christmas trees, garden
supplies and nursery materials on Lot 1 of Wildwood Resort through April of 1997. They are
currently approved to use the site through October of 1996.
They are also requesting an extension on using Lot 2 for the storage of nursery materials, with an
additional request for the storage of equipment. The current approval is through October of 1996
and they are requesting approval through October of 1997.
PUD Amendment Criteria
1. Conformity with the Avon Comprehensive Plan Goals and
Objectives.
The site is zoned for commercial and resort development. The extension of the time period to
allow an interim garden center with Christmas tree sales, nursery sales, and storage of materials
and equipment is not in conflict with the Comprehensive Plan, or its goals and policies.
2. Conformity and compliance with the overall design theme of the
Town, the sub -area design recommendations and design guidelines
adopted by the town.
The site has been improved with landscaping and boulders. Staff supports the extension of the
time period for the garden center, with auxiliary Christmas tree sales and the storage of nursery
stock and equipment.
3. Design compatibility with the immediate environment,
neighborhood, and adjacent properties relative to architectural
design, scale, bulk, building height, buffer zones, character, and
orientation.
As discussed above, the site has been improved for the temporary garden center. The site is
compatible with neighboring businesses. The storage of vehicles and nursery stock on Lot 2 is

visible to motorists driving up Mountain Star Road to Mountain Star and Wildridge.. Staff
believes the nursery, tree sales, and storage can be compatible with the surrounding
neighborhood on a temporary basis. However, it is staff's opinion that the site is currently in
disarray -array. Staff believes the site should be cleaned up as a condition of the extension.
4. Uses, activity, and density which provide a compatible, efficient,
and workable relationship with surrounding uses and activity.
The temporary garden center is compatible with surrounding uses and activities.
5. Identification and mitigation or avoidance of natural and/or
geologic hazards that affect the property upon which the PUD is
proposed.
There are no significant hazards identified that would affect the use of the property for a
temporary garden center.
6. Site plan, building design and location and open space provisions
designed to produce a functional development responsive and
sensitive to natural features, vegetation and overall aesthetic quality
of the community.
The temporary site is functional and the landscaping enhances the aesthetic quality of the
community.
7. A circulation system designed for both vehicles and pedestrians
addressing on and off site traffic circulation that is compatible with
the town transportation plan.
The driveway and parking areas have been defined with boulders. The site has an acceptable
circulation design.
8. Functional and aesthetic landscaping and open space in order to
optimize and preserve natural features, recreation, views and
function.
Not applicable to temporary use.
9. Phasing plan or subdivision plan that will maintain a workable,
functional, and efficient relationship throughout the development of
the PUD. The phasing plan shall clearly demonstrate that each
phase can be workable, functional and efficient without relying upon
completion of future project phases.
Not applicable to temporary use.
10. Adequacy of public services such as sewer, water, schools,
transportation systems, roads, parks, and police and fire protection.
Adequate services are available for the temporary use.

11. That the existing streets and roads are suitable and adequate to
carry anticipated traffic within the proposed PUD and in the vicinity
of the proposed PUD.
The improvements are suitable for the temporary use.
Staff Recommendation
Staff recommends approval with the conditions outlined in the recommended motion.
Recommended Motion
Approve of the PUD amendment, plans dated September 4, 1996, for an extension of the time
period to October of 1997 for the storage of nursery material and equipment and the extension of
the Garden Center with nursery and Christmas tree sales on Lot 1 through April of 1997 with the
following conditions:
1. That portable toilets continue to be provided on the site.
2. Any outdoor lighting be downcast and shielded so as to not generate off site glare (light
trespass).
3. The Christmas trees and all items related to the Christmas tree sales such as fences, and any
litter be removed from the site by January 2nd (one week) after the Christmas tree sales have
been completed for the season.
4. Lot 2 shall be restored to its natural condition and the area be rdstored with seeding or other
appropriate re -vegetation as determined by staff by June 30, 1998.
5. The letter of credit be extended through June 30, 1996.
6. Dust control be continued
7. Lot 2 be cleaned up to staffs satisfaction prior to October 31, 1996.
