Introduction
The proposed residential duplex presents a contemporary mountain design, featuring a
combination of stucco and wood siding. Each unit has its own driveway.
The site is a relatively flat, pie shaped lot on Saddle Ridge Loop
On June 16, 1998, the Planning & Zoning Commission conducted a Concept Review of this
project. The Commission's verbal comments regarding the project's dual driveway design were
generally positive.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 4. 10, the Commission
shall consider the following items in reviewing the design of this project:
1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning
Code.
• Allowed use: Conforms with the allowed residential use.
• Density: Duplex use conforms with this lot's two dwelling unit designation.
• Lot Coverage: The proposed 27% of building coverage conforms with the 50%
maximum.
• Setbacks: No proposed encroachments. However, Unit B's (the easternmost unit) roof
eave is extremely close to the eastern side yard setback. Extreme care will be required
during construction to ensure a setback encroachment does not occur.
• Easements: No proposed encroachments and proposed grading in the 10' Slope
Maintenance and Snow Storage Easement is acceptable.
• Building Height: The largest determined height of 33 -feet on Unit B's northernmost ridge
conforms with the 35' maximum limit.
• Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline
and the proposed driveway grades conform with Town standards.
• Parking: The two (2) garage and the two (2) surface parking spaces per unit exceed the
required total of six spaces.

• Snow Storage: Submitted plans show snow storage area equal to the minimum standard
of 20% of the proposed impermeable surface area.
• Landscaping: Submitted landscape plan appears suitable.
2. The conformance with other applicable rules and regulations of the Town of Avon.
3. The type and quality of materials of which the structure is to be constructed.
4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way
and easements.
5. The compatibility of proposed improvements with site topography, to minimize site
disturbance, orient with slope, step building with slope, and minimize benching or other
significant alteration of existing topography.
The project proposes dual driveways. The Planning & Zoning Commission's Rules,
Regulations and Procedures states the following:
"Residential projects with 6 or fewer units shall be restricted to a single point of vehicle
access from the public right-of-way. Additional points of access must be approved
specifically by the Planning & Zoning Commission, with the finding that additional
access points are required for the project to otherwise conform to these Design Standards
and other applicable Town regulations." (Pg. 4, sec. 4.22 - A.4)
If the Commission chooses to grant the project Final Design approval, a finding justifying the
dual driveway should be made.
6. The appearance of proposed improvements as viewed from adjacent and neighboring
properties and public ways, with respect to architectural style, massing, height, orientation to
street, quality of materials, and colors.
7. The objective that no improvement be so similar or dissimilar to others in the vicinity that
monetary or aesthetic values will be impaired.
8. The general conformance of the proposed improvements with the adopted Goals, Policies and
Programs for the Town of Avon.
Staff Recommendation
Staff recommends Final Design approval.
Recommended Motion
"I move to approve the proposed final design of a residential duplex for Lot 43, Block 1,
Wildridge Subdivision as depicted on the plan set dated "received." August 26, 1998, as
submitted."
