Introduction
This proposed office warehouse project is comprised of three 2 -story buildings. Both Buildings
A and C have one level of office and one level of warehouse. Building B is entirely warehouse.
Primary exterior building materials include stucco siding, metal roofs, and split faced concrete
(CMU). The project features a looped internal circulation system. All warehouse levels feature
direct drive-in access. Building A, located along the Metcalf Road, presents an office building
appearance rather than a warehouse.
The parcel is located east of Metcalf Road, just north of the electrical substation. It is comprised
of a small drainage bounded by steep slopes. The site measures 7.23 acres, though nearly half of
its area are slopes exceeding 40%.
In 1996 this parcel was rezoned from Open Space, Landscaping and Drainage (OLD) to
Industrial Commercial (IC). As part of that rezoning and replatting approval, development on the
parcel was restricted to a two acre building envelope to be established through the Design
Review process. The intent of the restriction was to avoid excessive disturbance of steep slopes.
On June 2, 1998, the Commission conducted a Concept Review of this project. The
Commission's feedback to the applicant was generally positive, but included questions and
comments on the following issues:
• Functionality of site access and impacts upon Metcalf Road.
• Visual impact of the project's retaining walls.
• Year-round screening along the project's western boundary.
• Potential confusion created by the use of "Mountain Star" in the project's name.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 4. 10, the Commission
shall consider the following items in reviewing the design of this project:
1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning
Code.

• Allowed use: The office and warehouse uses conform to the IC zone district. However,
only industrial, construction, and wholesale offices are deemed as uses by right. General
commercial office uses require a Special Review Use permit.
• Density: N/A.
• Lot Coverage: The project does not exceed the parcel's two -acre building envelope
limitation.
• Setbacks: No proposed encroachments. Extreme care will be required during construction
to ensure the 30 -foot stream setback is protected.
• Easements: No proposed encroachments.
• Building Height: The largest determined height of 48 -feet on Building B meets the 48 -
feet maximum limit.
• Grading: All proposed slope grades conform to the maximum of 2:1 slope guideline and
the proposed driveway grades conform with Town standards.
• Parking: The 95 surface parking spaces exceed the required 93 spaces.
• Snow Storage: Submitted plans show snow storage area equal to the minimum standard
of 20% of the proposed impermeable surface area.
• Landscaping: The landscape plan appears generally suitable. However, additional
landscaping may be needed below the parking area south of Building A and above
Building A's loading dock.
2. The conformance with other applicable rules and regulations of the Town of Avon.
Other notable project aspects and their relevance to Town regulations include the provision
of loading docks for each building. These loading docks should accommodate larger tractor -
trailers, lessening the need to unload and load goods in the project's driveways.
It is also necessary to clearly point out that fire sprinkler and flow requirements and perhaps
access requirements may change relative to different proposed uses and/or may cause a
limitation of uses.
3. The type and quality of materials of which the structure is to be constructed.
The materials, colors and detailing appear appropriate. A colors and materials board along
with colored renderings will be presented during the applicant's presentation.
4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way
and easements.
Though final details of the project's grading and drainage components are still be reviewing,
staff is confident that any potential modifications will not significantly alter the project's
fundlemental design.
S. The compatibility of proposed improvements with site topography, to minimize site
disturbance, orient with slope, step building with slope, and minimize benching or other
significant alteration of existing topography.
The project appears to contain the development within the actual buildable area and avoids
inappropriate steep slope disturbance..
6. The appearance of proposed improvements as viewed from adjacent and neighboring
properties and public ways, with respect to architectural style, massing, height, orientation to
street, quality of materials, and colors.

The project's architecture, massing, scale, colors and materials should present a positive and
compatible addition to the Metcalf Road Light Industrial District. Staff does, however,
suggest the following:
• Add landscape screening certain areas around Building A.
• Enhance the architectural detailing of the northern end of Building A's west elevation to
better visually integrate this section with the rest of the building.
7. The objective that no improvement be so similar or dissimilar to others in the vicinity that
monetary or aesthetic values will be impaired.
8. The general conformance of the proposed improvements with the adopted Goals, Policies and
Programs for the Town of Avon.
The project appears to generally address the Comprehensive Plan's recommendations for the
Metcalf Road Light Industrial Subarea; specifically:
• Minimal regrading and proper on-site parking and circulation.
• Screening of storage areas, HVAC equipment, loading docks, and trash enclosures.
• Limit building height to two stories.
Anticipated traffic generated by the project appears to conform with the Town's
Transportation plans, specifically relative to potential impacts to Metcalf Road.
Staff Recommendation
Based upon the project's general conformance with the above Design Review Considerations,
staff recommends Final Design approval with conditions.
Recommended Motion
"I move to approve the proposed Commercial Warehouse and Office project for Tract y,
Mountain Star PUD, as depicted on the plan set dated September 9, 1998, subject to the
following conditions:
1. All building ridge elevations be provided on the Architectural Site Plan at building permit
application.
2. All utility meters be placed in enclosed mechanical rooms or on building with proper
screening.
3. Areas requiring additional landscaping include immediately east of the Building A's loading
dock; below the parking area south of Building A;
4. The applicant provide an updated Landscape Plan, prior to bulding permit application,
subject tostaff approval.
5. A Master Sign Program is required prior to issuing any building occupancies.
6. Parking lot light fixtures require staff approval.
7. All outstanding engineering issues require staff approval. Inability to properly resolve these
issues shall void the project's Final Design approval.
8. That fire sprinkler and flow requirements and perhaps access requirements may change
relative to different proposed uses and/or may cause a limitation of uses.
