The proposed Garver/Arnot Duplex is a mountain contemporary style building with shiplap
siding. The project is a "primary -secondary" style in that one unit is substantially larger. A
garage separates the two units. The applicants are proposing access along the south side of the
property, with the garage doors facing south, away from the street.
There is an existing road cut onto the property. The lot faces west and slopes downward toward
the street approximately 20 percent.
The Planning and Zoning Commission conducted a concept plan review of the application on
June 2, 1998. Issues discussed included:
1. Access to the site.
2. Massing of the building.
3. The simple architectural design and trim materials.
4. Re -vegetation of existing driveway cut
5. Providing more landscaping
The plans have been revised to address these comments. More landscaping and a stone planter
have been added, the entryway feature enhanced, the window design enhanced and trim has been
added.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 4. 10, the Commission
shall consider the following items in reviewing the design of this project. A written statement is
provided for criteria 2-7 only if there is a concern or if elaboration is needed.
1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning
Code.

• Density: conforms to this lot's 2 dwelling unit designation.
• Lot Coverage: 12% building coverage conforms to 50% maximum.
• Setbacks: No encroachments.
• Easements: No encroachments.
• Building Height: 27' height conforms to 35' maximum.
• Grading: the Engineering Department recommends moving the lower (western) part of
the driveway to the north. This will reduce the cuts that are required and the need for
retainage. The site plan should also address other engineering issues including slopes
exceeding the 2:1 standard and the height of the retaining walls. The limits of
disturbance line must include all areas that will be graded. The grading plan also
indicates drainage into garage.
• Parking: four garage and one surface parking spaces conform
• Snow Storage: exceeds 20%.
2. The conformance with other applicable rules and regulations of the Town of Avon.
3. The type and quality of materials of which the structure is to be constructed.
4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way
and easements.
5. The compatibility of proposed improvements with site topography, to minimize site
disturbance, orient with slope, step building with slope, and minimize benching or other
significant alteration of existing topography.
6. The appearance of proposed improvements as viewed from adjacent and neighboring
properties and public ways, with respect to architectural style, massing, height, orientation to
street, quality of materials, and colors.
7. The objective that no improvement be so similar or dissimilar to others in the vicinity that
monetary or aesthetic values will be impaired.
8. The general conformance of the proposed improvements with the adopted Goals, Policies and
Programs for the Town of Avon.
Staff Recommendation
Approve with conditions.
Recommended Motion
"I move to approve the proposed final design for a duplex on Lot 51, Block 1, Wildridge
Subdivision, as depicted on the application and plan set dated received July 1, 1998 with the
following conditions":
1. Retaining walls in setbacks shall not exceed four feet in height.
2. Driveway to be moved north to address engineering concerns.
3. Final engineering to be approved by staff.
