Re: Final Design Modification: Deletion of Exterior Stairways
Lot A, Avon Center at Beaver Creek Subdivision
The Town of Avon has applied for a modification to Final Design to delete two exterior
stairways adjacent to the entrance of the underground parking lot at Avon Center. Due to
structural problems, they have not been in use for several years. The applicant wants to remove
the stairs and replace them with landscaping.
Staff would normally recommend that the stairs be rebuilt rather than removed. However,
complying with the Americans With Disabilities Act (ADA) would entail adding a ramp adjacent
to the stairs. The grade and length of the bank make this solution impractical.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission
shall consider the following items in reviewing the design of this project:
1. Conformance with the Zoning Code and other applicable regulations of the Town.
2. The suitability of the improvement, including type and quality of materials of which it is to be
constructed and the site upon which it is to be located.
3. The compatibility of the design to minimize site impacts to adjacent properties.
4. The compatibility of the proposed improvements with site topography.
5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring
properties and public ways.
6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values,
monetary or aesthetic will be impaired.
7. The general conformance of the proposed improvements with the adopted Goals, Policies and
Programs for the Town of Avon.
Recommendation
Staff recommends approval of the request to remove the two exterior stairways, as described in the
application dated 4/7/97, based on findings that the removal meets design review criteria 1, 2, 4, 5
and 7, and does not conflict with design criteria 3 and 6.
