The applicant is proposing a 400 sq. ft (200 sq. ft on each floor) addition to the front of
his single - family residence located at 2365 Fox Lane.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 4.10, the
Commission shall consider the following items in reviewing the design of this project:
1. The conformance with setbacks, massing, access, land use and other provisions of
the Zoning Code.
The project does not encroach into any setbacks and does not conflict with any
provisions of the Zoning Code.
2. The conformance with other applicable rules and regulations of the Town of Avon.
The applicant is proposing a corrugated rusticated metal roof for the addition with a
small skylight. The roof is not visible from adjacent properties. The adjacent
homeowner who may be impacted by this project is in favor of the proposal.
3. The type and quality of materials of which the structure is to be constructed.
The materials and colors will match the existing residence. The additional moss
rock, chimney, window openings and French doors will improve the overall design of
the residence.
4. The design of site grading and drainage to minimize impacts to adjacent sites, rights -
of -way and easements.
5. The compatibility of proposed improvements with site topography, to minimize site
disturbance, orient with slope, step building with slope, and minimize benching or
other significant alteration of existing topography.
6. The appearance of proposed improvements as viewed from adjacent and neighboring
properties and public ways, with respect to architectural style, massing, height,
orientation to street, quality of materials, and colors.

Introduction
The applicant has submitted a revised landscaping plan per the condition of final design
approval. The landscaping plan now includes twelve (12) 6'0" tall pine trees and five (5)
4" caliper aspen trees.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 4.10, the
Commission shall consider the following items in reviewing the design of this project:
1. The conformance with setbacks, massing, access, land use and other provisions of
the Zoning Code.
2. The conformance with other applicable rules and regulations of the Town of Avon.
The landscaping indicates native grasses in the areas within the disturbed areas. In
the areas disturbed by the access and driveway cut, the applicant should revegetate
the areas with three (3) sagebrush per 100 sq. ft.
3. The type and quality of materials of which the structure is to be constructed.
4. The design of site grading and drainage to minimize impacts to adjacent sites, rights -
of -way and easements.
5. The grading and drainage impacts are minimal. All disturbed areas will be
revegetated with 3 sagebrush for every 100 square feet, specifically on the West
downhill side of the residence.
6. The compatibility of proposed improvements with site topography, to minimize site
disturbance, orient with slope, step building with slope, and minimize benching or
other significant alteration of existing topography.
7. The appearance of proposed improvements as viewed from adjacent and neighboring
properties and public ways, with respect to architectural style, massing, height,
orientation to street, quality of materials, and colors.
8. The objective that no improvement be so similar or dissimilar to others in the vicinity

The applicant is seeking approval for a split rail fence 48" high with welded wire. The
area enclosed by the fence will be approximately 162 total square feet. The fence will
not be visible from the road.

The welded wire on the fence is a 2" x 4" grid and intended to fence in the applicant's dog.

disturbance, orient with slope, step building with slope, and minimize benching or

The 3 rail split cedar fence with 2" x 4" welded wire mesh is consistent with appropriate
fencing in Wildridge.

The owners of Units B and C would like to construct decks on the front (southwest side) of their
units on this four -plex. Unit A has a deck on the south side of the building.
The railing between Units B and C will be a solid material matching the building siding for a
privacy screen. The other railings will match the construction of the existing deck on Unit A.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 4.10, the Commission
shall consider the following items in reviewing the design of this project:
1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning
Code.
2. The conformance with other applicable rules and regulations of the Town of Avon.
3. The type and quality of materials of which the structure is to be constructed.
The materials will match the existing siding and deck materials and colors.
4. The design of site grading and drainage to minimize impacts to adjacent sites, rights -of -way
and easements.
5. The compatibility of proposed improvements with site topography, to minimize site
disturbance, orient with slope, step building with slope, and minimize benching or other
significant alteration of existing topography.
6. The appearance of proposed improvements as viewed from adjacent and neighboring
properties and public ways, with respect to architectural style, massing, height, orientation to
street, quality of materials, and colors.
The building is located in a depression below Saddleridge Loop and Old Trail Road. The
property is somewhat screened by trees on the southwest side of the property. The deck
additions will not have any significant change in appearance to the property.

Staff Comments
1. The northern most support for the deck on Unit C may somewhat impede the vehicular
access to Unit D's garage.
2. The deck additions will reduce the viability of the planting areas between the units, which
include trees and bushes. There will not be adequate room for the trees once they grow
larger. One tree must be removed to make room for the post supporting the deck. The bushes
and other plant materials will receive less light and may have trouble surviving.
Staff Recommendation
Staff recommends approval with two conditions, as outlined in the recommended motion.
Recommended Motion
"I move to approve the deck additions for Lot 77, Block 1, Wildridge Subdivision as depicted on
the application and plan set dated April 14, 2000 with the following conditions:
1. The deck materials and colors shall match the existing building and deck.
2. Three new trees and twelve shrubs be planted on the southwest side of the paved area in
conformance with the Town's minimum planting sizes ".

1. The conformance with setbacks, massing, access, land use and other provisions of
the Zoning Code.
The project does not encroach into any setbacks and does not conflict with any
provisions of the Zoning Code.
2. The conformance with other applicable rules and regulations of the Town of Avon.
3. The type and quality of materials of which the structure is to be constructed.
The materials and colors will match the existing residence. The color scheme is an
unusual application of colors in Wildridge. The home was previously approved in the
mid 80's.
4. The design of site grading and drainage to minimize impacts to adjacent sites, rights -
of -way and easements.
The grading and drainage impacts are minimal. All disturbed areas will be
revegetated with 3 sagebrush for every 100 square feet, specifically on the (West)
downhill side of the residence.
5. The compatibility of proposed improvements with site topography, to minimize site
disturbance, orient with slope, step building with slope, and minimize benching or
other significant alteration of existing topography.
As a result of the expansion to the West elevation, the North elevation has a
monolithic appearance without any articulation. Staff recommends additional
landscaping be provided to screen the uniform deck and North wall.

The south elevation has been revised and expanded to now include a chimney,
which deleted the previous window fenestration.

The home is all horizontal wood siding without any other materials to provide
architectural interest. The blue accent color is the only element which provides
interest to the residence.

8. The general conformance of the proposed improvements with the adopted Goals,
Policies and Programs for the Town of Avon.
Staff Recommendation

creating a deck for the master bedrooms on each unit and deleting the decks as they
wrap around the East and West elevations.

Commission shall consider the following items in reviewing the design of this project:
1. The conformance with setbacks, massing, access, land use and other provisions of
the Zoning Code.
There are no encroachments proposed with this project.
2. The conformance with other applicable rules and regulations of the Town of Avon.
3. The type and quality of materials of which the structure is to be constructed.
4. The design of site grading and drainage to minimize impacts to adjacent sites, rights -
of -way and easements.
5. The compatibility of proposed improvements with site topography, to minimize site
disturbance, orient with slope, step building with slope, and minimize benching or
other significant alteration of existing topography.

Staff is concerned with the proposed modification, because the approved design
provided architectural interest with the decks breaking up the massing for the large
project. The proposed design will delete the decks on both the East and West
elevations.

Introduction
The Work Session is designed to focus primarily on the materials, colors, and architectural
detailing of the Lot C Final Design Review application. The application includes all phases of
the time -share building, Lots 1 A -1 C along with 20 employee housing units. The application
does not include either the hotel or the additional commercial /retail building.
The phasing requirements of the PUD approved on February 22, 2000 are still in force and
effect and the applicant will not obtain building permits beyond Phase 1 A until the subsequent
projects are submitted and approved for final design review.
On April 4, 2000, the Planning & Zoning Commission provided comments on the design in a
work session. Materials and colors were presented by the applicant. In summary, the
Commissioners' requested the applicant provide much more architectural detailing using natural
materials including wood and stone, in keeping with the approved PUD Plans. They also
provided strong direction that muted earth tone colors need to be provided instead of the bright
colors proposed. They commented that much more detailing needs to be provided on the
pedestrian levels of the building to provide a pedestrian friendly environment. They also
requested a larger model.
The applicant has responded to some of the concerns presented on April 4 in the attached
packet. Staff received the attached plans on Thursday, April 13. As a result, staff has had
minimal time to review and comments on the attached plans. The materials are not clearly
identified on the plans. The applicant will present colored elevations, full size samples, and
materials at the Work Session along with a detailed model.
The following is a list of items which remain unresolved:
Architectural design
1. Much more detailing and articulation of the architectural design is necessary for the project
to conform to the Downtown's Design Guidelines. Long, linear balconies are not permitted.
Building facades should be stepped to avoid long straight walls and windows placed to
provide architectural interest.
2. Architectural design at the pedestrian level does not match the PUD plans and does not
conform to the Design Guidelines. Much more detailing and pedestrian friendly features are
necessary. The Design Guidelines state that storefronts and architectural detailing should
be used to create inviting storefronts and plaza areas for public interaction.

3. The uniform blank walls on Sun Road and under the employee housing does not meet the
Downtown Design Guidelines. The pedestrian areas must be as open as possible and not
less than 50% glass. This project does not comply with these requirements.
Building Materials
1. All of the materials and colors require clarification. Staff will provide further comment at the
Work Session. The revised colors and materials were not available prior to completion of
this staff report.
2. The Design Guidelines require specific approval for block face masonry and are permitted in
limited applications.
3. More detailing is needed on the entry and garage door materials.
4. Clarify the header material on the windows for the time -share building.
5. Clarify structural supports and lighting detail on the retail /pedestrian level.
6. Clarify the railing details and structural supports for both buildings.
7. The venting and exhaust system for the parking garage along with the chimney flues, HVAC
equipment, and vents must be detailed and submitted to staff.
8. The applicant is proposing fireplaces and has submitted a fireplace detail on Sheet A -22.
Where are the vents for the fireplace penetrating? Will they be on exterior walls or venting
through the roof? 133 13-vents on the exterior of the building must be addressed.
9. The service area on Phase 1A requires detail and clarification. The loading area must be
12'0" x 360 ".
Zoning Code/ PUD Requirements
1. Some compact parking spaces are only seven feet wide- Town Code requires them to be
eight feet wide.
2. The number of parking spaces in the employee housing area have been reduced by five
spaces. Staff will complete a parking count prior to the final design review staff to verify that
each phase will meet parking requirements. Currently, the parking does not comply with the
PUD requirement.
3. The parking aisles must be 24'0 ". The parking aisles on the employee housing level does
not comply with the parking aisles width requirements.
4. The handicap parking by the employee housing does not have adequate maneuvering.
5. The 8'0" sidewalks are not consistent throughout the project as required by the terms of the
PUD. There are areas where the sidewalks are only 5'0" —6'0 ".
General comments
1. Clarify landscaping plan, material types, sizes, paving materials, and sidewalks.
2. Submit master sign program. Is there temporary signage proposed for the project for this
summer and Phase 1 A?

3. The applicant is proposing 133 gas grills on the porches for the large time -share units. Staff
is concerned with the cumulative effect of this proposal and emission of unpleasant smoke
and odors. The Fire Department has indicated that the porches may require fire sprinkling
to facilitate this proposal. P and Z should provide direction to the applicants on whether the
outdoor grills are appropriate. The Downtown Design Guidelines require that projects pay
particular attention to the potential for unpleasant odors and noise.
4. Submit detail of pool area for Phase 1A and final build -out for this area.
The list does not address specific design, engineering, and technical criteria required at final
design. This meeting is intended to clarify the overall design theme so that the applicant may
move forward with final design approval at the subsequent P &Z meeting scheduled for May 2.
