I. Call to Order
The meeting was called to order at 6:00 pm.
II. Roll Call
All Commissioners were present with the exception of Commissioners Bob
Trueblood and Chris Evans.
III. Additions and Amendments to the Agenda
There is an amendment to the Consent Agenda. The Wal -mart Expansion has
been moved to consent agenda with no other changes.
IV. Conflicts of Interest
Commissioner Him disclosed a conflict with Lot 75, Block 1, Wildridge
Subdivision.
V. Consent Agenda
Vice Chairman Karow opened for a motion for the approval of the Meeting
Minutes from the June 17, 2003, Planning & Zoning Commission Meeting; and
the Wal -mart Expansion Final Design. Commissioner Smith motioned for the
acceptance of the June 17, 2003 Planning and Zoning Meeting Minutes and
Commissioner Didier seconded the motion. The motion passed unanimously.
Commissioner Smith motioned for the approval of Tract B-1, Block 2, Benchmark
at Beaver Creek Subdivision, 220 Chapel Place, Wal -mart Remodel/Expansion
Final Design with Commissioner Didier seconding the motion. This motion
passed unanimously.
VI. Sketch Design Plan
A. Lot 75, Block 1, Wildridge Subdivison
Duplex Sketch & Final Design

Applicant: Richard Ste -Marie
Staff recommends approval of this Final Design. Applicant approached the
podium and presented his building intentions. Discussions revolved around the
window's material and color. Commissioner Didier moved to approve the Final
Design Review for Lot 75 with the three conditions from the Staff Report and with
the condition that staff will approve an earth tone aluminum clad window.
Commissioner Smith seconds and the motion passed unanimously.
B. Lot 11, Block 1, Filing 1, Eaglebend Subdivision

Duplex Sketch Design
Applicant: John M. Perkins
Staff presented their report with the architect needing to make adjustments, as
both sides of the duplex appear to be a mirror image. Staff recommended
approval with the 11 conditions as presented in the June 26, 2003 Staff Report.
John Perkins, applicant, voiced his willingness to comply with the desires of Staff
and Commissioners. Roger Wilkerson, homeowner to the west of this project,
came to the podium with a letter of concern; 1) home is being placed too close to
the river in reference to all the other homes; 2) aesthetically not in compliance
with surroundings. Bruce Strum, neighbor, voiced concern regarding the setback
of the home and the flat look of one wall be broken up. John Perkins stated that
he would work on the architectural design to eliminate the mirror image and the
vertical planes of the home. Bill Varecha, owner of Lot 11, approached the
podium and discussed the surrounding homes, their proximity to the river, and
the design concerns of neighbors. Commissioner Smith motioned to approve
with the 11 conditions shown, #1 with changes. This motion failed due to lack of
participation. Commissioner Didier motioned for approval with a 12th condition of
new site plan that would require staff approval. This motion failed as well.
Commissioner Smith made motion to approve the Sketch Plan with the 11
conditions as shown with the condition that applicantlowner will consider moving
the placement of the home on this site closer to the road. Commissioner Him
seconded the motion and the motion carried with a 3-2 approval, Commissioners
Didier and Neville dissenting.

PUBLIC HEARING
VII. Planned Unit Development Amendment
A. The Village at Avon Planned Unit Development
PUD Amendment for Zoning Plan of Tract N, Tract G, RMF -1, and Tract
M
Applicant: Traer Creek LLC
Resolution No. 03-14
Public hearing opens to public. John Linder approached the podium to express
the need for retail allocations be in local hands. Tim Losa was present to answer
questions for the applicant.
PUBLIC HEARING CLOSED
Commissioner Him motioned to table the Village at Avon PUD Amendment until
August 5, 2003 with the following conditions: 1) This is the last tabling of the
application Planning and Zoning Commission will authorize; 2) Any revision must
be submitted to staff no later than July 20, 2003; and 3) In the event the
application is substantially revised, the current application: must be withdrawn
and accordingly resubmitted. Commissioner Didier seconded and the motion
passed unanimously.

Commissioner Didier made a motion to adjourn, with Commissioner Smith
seconding. The motion was approved unanimously. The meeting adjourned at
6:45 pm.
