DECISION: Recommendation to adopt a Comprehensive Plan, 2016 Recreational Trails Master Plan, as
follows:
CONDITION:
1. Upper Metcalf Drainage and Wildirdge Connector Trails P1, P2, P3, P4,& P7, and
associated trailhead facilities will be removed.
2. Nottingham Road Trail P6 will be removed.
FINDINGS:
1. After publishing and posting notice as required by law, PZC held a public hearing on
August 16, 2016; and prior to formulating a recommendation to the Town Council
considered all public comments, testimony, evidence and Town Staff report.
2. Pursuant to Development Code §7.16.030(c), Review Criteria, PZC considered the
applicable review criteria for a Comprehensive Plan.
3. The land surrounding trails P1, P2, P3, P4, P6, & P7 is not compatible with the proposed
development of trails.
4. The unavoidable impacts of multi -use trails on the Upper Metcalf Gulch area could not
be properly mitigated by the plan.
5. Enforcement policies and procedures must be updated.
VOTE: The motion passed with a 4 -3 vote.
