I. Call to Order
The meeting was called to order at 5:30 pm.
Roll Call
All Commissioners were present with the exception of Commissioner Karow.
III. Additions and Amendments to the Agenda
There are no additions or amendments to the agenda.
IV. Conflicts of Interest
Commissioner Evans voiced conflict with Item VII. Master Sign Program —
American National Bank, Property Location. Lot 70, Block 2, Benchmark at
Beaver Creek S; ib /71 Beaver Creek Place.
V. Consent Agenda
Commissioner I rueblood motioned for the approval of the Meeting Minutes from
the October 5th, 2004, Planning and Zoning Commission Meeting; Commissioner
Savage seconded the motion and the motion passed unanimously with
Commissioner Didier abstaining due to his absence.
VI. Sketch Design — Duplex Residence
Property Location: Lot 19, Block 1, Wildridge Subdivision /2145 Saddle
Ridge Loop
Applicant: Larry Benway Owner: Jim Meehan
Description: Larry Benway is proposing a duplex on the uphill side of Saddle
Ridge Loop. The building is approximately 6,865 square feet in size and would
include two (2) 4- bedroom units. Proposed materials would include: cedar board
siding, stucco, and asphalt shingles.
Eric Heidemann presented the Staff Report to the Commission. Commissioner
Evans questioned the need for a new survey, as the applicant had provided a
1998 survey. Mr. Heidemann responded that there could be fill placed upon the
lot during the transition of time to date.
Larry Benway, architect for Mr. Jim Meehan, approached the podium to answer
Commissioner questions. He addressed the issue of the parking within the
setback. Commissioner Didier asked about a missing handrail and Mr. Benway

noted the error on his plans and will correct. Commissioner Struve questioned
the two different garages and Mr. Benway commented that Design Guidelines
specifically state not to mirror image the duplexes. It was suggested to the
applicant to break up the massing perhaps by introduction of a bellyband around
the project. Commissioner Trueblood discussed the landscaping and how it
could enhance the visual of the project. The landscaping plan will be provided at
Final Design Review. Commissioner Savage and Commissioner Didier
suggested that a shed roof might be attractive for the other entry. Commissioner
Struve and Commissioner Smith were concerned with the West Elevation.
VII. Master Sign Program — American National Bank
Property Location: Lot 70, Block 2, Benchmark at Beaver Creek Sub /71
Beaver Creek Place
Applicant: Kit Magley, Gardner Signs, Inc., Owner. American National
Bank
Description: Kit Magley is proposing a new Master Sign Program (MSP) for
American National Bank in their new Avon location. The program includes four
signs total including: one monument sign, one building mounted sign near the
main entrance, and two freestanding directional signs.
Matt Pielsticker presented the Staff Report. Two more signs were presented at
the work session. Commissioner Trueblood was concerned with the two front
signs one being on the building and the other as a monument sign. Ht continued
that the sign prog ram was created to eliminate have a buil'dinc reflecting
excessive signage.
Kit Magley, Gardner Signs, approached the podium to answer Commissioner
concerns. Ms. Magley mentioned that the bank anticipates opening in mid
December and the signs will require five weeks to produce. Ms. Magley
requested review of the original sign application and their locations with the
commissioners. Ms. Magley had presented two additional signs for this location
during Commission Work Session. It was Commissioner consensus that the
two additional signs be submitted at another time so that production of original
application signs can begin.
Commissioner Trueblood motioned for approval of the original application for
Item VII, Master Sign Program —American National Bank, Property Location: Lot
70, Block 2, Benchmark at Beaver Creek Sub /71 Beaver Creek Place
Commissioner Struve seconded and the motion passed 4 to 1 with
Commissioner Didier opposing.
VIII. Other Business
A. Minor Project — Modifications to Final Design Approval
Property Location: Lot 45C, Block 2, Wildridge Subdivision /2520

Applicant/Owner: Bob Mach

Description: All changes to a final design must be approved through a
`Minor Project' application. Bob Mach is proposing modifications to his
approved landscaping and building design. The project is a single - family
home on Old Trail Road and is currently under construction.
Matt Pielsticker presented the Staff Report.
Bob Mach, applicant, approached the podium and addressed the 9 issues,
presented in the Staff Report, individually. Mr. Mach maintained that the split rail
fence is not visible from anywhere but on the property and should be acceptable
to the Commission. He would still like to have a 6 -foot fence for privacy and
could change it to a 4 -foot high 1Oft X 1Oft fence. The window is larger than
originally proposed and has been centered under the gable. The bellyband
would be as demonstrated on the plans. Staff requested the elimination of a
deck and Mr. Mach requested that it be addressed at another date. He removed
the bellyband, due to changes in window size, however it was a condition of the
original Final Design Approval.
Commissioner Didier commented that the berms are at neighbor's discretion and
the bellyband issue is difficult to envision. Commissioner Trueblood was
concerned with the elevation and the bellyband, and to landscape appropriately
instead of erecting a fence for hot tub privacy.
Commissioner SavagE� voice disapproval for the construction of this homi � as it is
being construction ver., differently from the approved Final Design.
Commissioner Didier moved to approve Minor Project — Modifications to Final
Design Approval, Property Location: Lot 45C, Block 2, Wildridge
Subdivision/ 2520 Old Trail, Applicant/Owner: Bob Mach, as follows:
Item 1. Two berms on easterly property line — Approved with the condition
that the neighboring property owner must provide written approval of the
berms on their property to staff prior to issuance of a Temporary
Certificate of Occupancy.
Item 2. Install 40' of 3' high split rail fence — Approved.
Item 3. Install 20' length of 6' cedar privacy fence near hot tub — Denied.
Item 4. New window location on north elevation — Approved.
Item 5. Omit bellyband detail from all elevations except for gable bumpout
on north elevation — Denied. Bellyband is approved for north elevation
only, but must terminate to inside corners, not outside corners.
Item 6. Omit Deck — Denied.
Item 7. Two new firebox bumpouts. — Approved.
Item 8. Two cedar sided garage doors in place on single arched door. —
Approved.
Item 9. Swale between Lot 45B and Lot 45C — Approved.

Commissioner Smith seconded the motion. All Commissioners were in favor and
the motion passed unanimously.
B. Minor Project Staff Approvals
1. Property Location: Lot C, Block 2, Avon Center at Beaver
Creek/160 West Beaver Creek Blvd
Applicant: Vaughn Miller
Description: Door installation to be used as an access from
West Beaver Creek Blvd.
2. Property Location: Lot 22, Block 1, Benchmark at Beaver
Creek Subdivision /77 Metcalf Road
Applicant/Owners: BBG Holding Corporation
Description: Cooperative drainage work with the Town of
Avon and parking lot enhancements.
Mr. Heidemann mentioned that the next Planning and Zoning Commission
meeting for Tuesday, November 2nd has been cancelled.
IX. Adjourn
Commissioner Didier made the motion to adjourn. Commissioner Struve
seconded and the motion was unanimously approved. The meeting adjourned at
7:10 pm.
